Menasa & Partners FZ-LLC in the United Arab Emirates seeks a seasoned International Commercial Director to guide global operations across Oil & Gas, Dredging, Marine, EPC and infrastructure projects. You will drive strategic growth, tendering, and profitability.

You will oversee bids, contract negotiations, risk management, and governance, mentoring multicultural teams and building relationships with government entities and international partners to secure long-term value.

Qualifications

  • Bachelor’s degree in business-related field required.
  • MBA or equivalent preferred.
  • Minimum 15 years of experience in commercial leadership within Oil & Gas, dredging, marine, EPC or infrastructure sectors.

Responsibilities

  • Develop and execute international commercial strategies aligned with long-term growth objectives.
  • Lead tendering, estimation, contracts, and proposal functions across international operations.
  • Negotiate terms with international clients, joint venture partners, subcontractors, suppliers, and stakeholders.
  • Establish robust contract management processes for EPC, offshore, dredging, marine construction, and oil & gas service agreements.
  • Provide strategic commercial guidance to executives on market conditions, pricing strategies, and risk management.

Job description

  • Lead and direct the organization’s international commercial operations, business growth initiatives, strategic partnerships, and contractual activities across Oil & Gas, Dredging, Marine, Offshore, EPC, and infrastructure-related projects while ensuring commercial sustainability, profitability, and long-term market positioning
  • Develop and implement international commercial strategies, tendering frameworks, pricing models, and client engagement plans that strengthen competitive advantage, maximize revenue generation, improve project margins, and support regional and global expansion objectives
  • Oversee the full commercial lifecycle including opportunity identification, pre-qualification, bid management, contract negotiations, risk mitigation, claims management, and post-award commercial governance while ensuring compliance with corporate policies, contractual obligations, and international business standards
Responsibilities:
  • Develop and execute international commercial strategies aligned with the organization’s long-term growth objectives, ensuring sustainable revenue generation, improved profitability, market penetration, and enhanced positioning within Oil & Gas, Offshore, Dredging, Marine, EPC, and infrastructure sectors
  • Lead and manage the commercial, business development, tendering, estimation, contracts, and proposal functions across international operations while establishing performance targets, operational frameworks, governance standards, and measurable commercial outcomes
  • Identify, evaluate, and secure new international business opportunities through strategic market analysis, client engagement, networking initiatives, industry intelligence, and proactive relationship management with clients, partners, consultants, and governmental entities
  • Direct the preparation, review, and submission of complex international tenders, bids, and commercial proposals ensuring technical alignment, commercial competitiveness, contractual compliance, financial viability, and adherence to organizational approval processes
  • Lead high-level commercial negotiations with international clients, joint venture partners, subcontractors, suppliers, and stakeholders to achieve commercially favorable terms, minimize organizational exposure, and strengthen long-term business relationships
  • Establish and maintain robust contract management processes for EPC, offshore, dredging, marine construction, vessel operations, and Oil & Gas service agreements while ensuring compliance with contractual obligations, legal frameworks, and commercial commitments
  • Provide strategic commercial guidance to executive leadership regarding project risks, market conditions, pricing strategies, competitor positioning, business expansion opportunities, and contractual liabilities impacting operational and financial performance
  • Oversee commercial risk management activities including identification, evaluation, mitigation, and resolution of contractual, financial, operational, geopolitical, and regulatory risks associated with international projects and business operations
  • Manage and support claims preparation, variation orders, dispute resolution, extension of time submissions, commercial settlements, and arbitration support activities to protect organizational interests and maximize commercial recovery
  • Collaborate closely with operations, engineering, procurement, finance, legal, and project management teams to ensure commercial alignment throughout project execution, cost control, contractual administration, and change management processes
  • Drive financial performance by monitoring project margins, revenue forecasts, commercial KPIs, cash flow exposure, pricing structures, cost optimization initiatives, and overall commercial efficiency across international business portfolios
  • Build and maintain strong relationships with international clients, government authorities, national oil companies, marine operators, port authorities, consultants, EPC contractors, and strategic stakeholders to support repeat business opportunities and long-term partnerships
  • Lead commercial due diligence activities for mergers, acquisitions, partnerships, joint ventures, consortium arrangements, and strategic alliances while assessing commercial viability, contractual exposure, and business sustainability
  • Ensure all commercial activities comply with applicable international laws, regulatory requirements, anti-bribery standards, corporate governance frameworks, ethical business practices, and organizational policies
  • Develop and implement commercial policies, procedures, governance standards, templates, and reporting mechanisms that improve operational consistency, contractual discipline, commercial transparency, and organizational efficiency
  • Mentor, develop, and lead multicultural commercial teams by promoting high-performance standards, succession planning, professional development, knowledge transfer, and collaborative working practices across regional and international operations
  • Monitor international market trends, competitor activities, geopolitical developments, energy sector movements, maritime regulations, and economic conditions to identify emerging opportunities, threats, and strategic commercial adjustments
  • Support executive management in preparing strategic business plans, annual budgets, commercial forecasts, investment evaluations, and organizational growth initiatives related to international operations
  • Participate in executive-level meetings, client presentations, commercial reviews, industry conferences, and strategic negotiations representing the organization’s commercial interests and reinforcing corporate reputation within international markets
  • Drive continuous improvement initiatives within commercial operations by leveraging technology, digital tendering systems, data analytics, benchmarking practices, and performance management tools to enhance efficiency and decision-making capabilities
Requirements:
  • Bachelor’s Degree in Business Administration, Commercial Management, Quantity Surveying, Engineering, Law, Finance, Marine Engineering, or equivalent
  • Master’s Degree in Business Administration (MBA), Commercial Management, Project Management, Engineering Management, or related field is highly preferred
  • Minimum 15 years of related work experience in similar industries, with proven management record
Certifications:
  • Professional certification in Commercial Management, Contract Management, Project Management, or Procurement is preferred
  • Certifications such as MRICS, PMP, CCM, CPCM, MBA, or equivalent international commercial certifications are considered advantageous
  • Familiarity with FIDIC, NEC, EPC, BIMCO, offshore marine contracts, and international arbitration frameworks is highly desirable.
