Parsons is seeking a talented Commercial Contract Support Manager – Water Transmission & Distribution Systems to join our team. This position forms a core part of the PMC team supporting the Water Transmission and Distribution Project. The Commercial Contract Support Manager will oversee and manage contract administration, commercial reporting, variation control, payment certification, and claims analysis for multiple EPC delivery packages. The role ensures strict alignment with contract terms and project governance while facilitating commercial decision-making across the PMC Program.
This role is part of the Program Management Consultancy (PMC) team overseeing the Water Transmission and Distribution Project. The Commercial Contract Support Manager is responsible for supporting the PMC Team.
Oversee the administration of Delivery Contractor contracts, ensuring full compliance with contract terms and obligations
Review and support the resolution of contractor claims, disputes, and commercial issues
Coordinate with EPC contractors on matters related to variations, extensions of time, and cost implications
Prepare and maintain variation logs, contract change records, and commercial reports
Assist in preparing cost impact assessments and commercial evaluations for all contract variations and changes
Ensure proper issuance and tracking of commercial correspondence with contractors and stakeholders
Support the review and validation of interim and final payment applications submitted by contractors
Monitor contract milestones, insurances, bonds, warranties, and contract deliverables
Provide commercial input into monthly progress reports and Employer briefings
Work closely with the Risk Manager, Project Controls, and Planning team to assess commercial exposure and mitigate risks
Maintain a contract register and ensure that final accounts and close-out procedures are completed efficiently
Advise the PMC leadership and Employer on contractual entitlements, obligations, and cost recovery options.
Bachelor’s degree in Quantity Surveying, Engineering, Construction Management, Law, or a related discipline from a recognized university
Preferred: MRICS, FRICS, or equivalent chartered status
Minimum 15+ years of experience in commercial/contract management in large-scale infrastructure or utilities projects
Minimum 5 years (preferred) of PMC or EPC experience in the GCC region
Proven track record managing multi-package EPC contracts and complex commercial claims
Experience working within FIDIC-based contracts and large public-sector infrastructure programs
Commercial expertise and attention to detail
Strong negotiation and communication skills
Problem-solving and dispute resolution capabilities
Stakeholder engagement and team collaboration
Proficiency in contract management systems and cost reporting tools
Solid understanding of claims protocols, and payment procedures
Familiarity with contract risk management, cost forecasting, and earned value methods
