Job summary

Quantum Horizon Technology LLC in Dubai seeks a CTO-equivalent leader to shape the technology vision for a next-generation iGaming B2B platform. You will drive architecture, define tech strategy and build a scalable ecosystem to support rapid delivery and long-term growth.

You will lead a Dubai-based engineering team, align client requirements with technical roadmaps and establish robust engineering practices, security and governance to meet enterprise standards.

Qualifications

• Proven experience in CTO-level or equivalent technology leadership roles, ideally in iGaming or complex platform environments.
• Strong architecture and delivery leadership with a track record of building scalable B2B platforms.
• Experience with cloud-native architectures, modern development practices and security controls.

We are looking for an experienced and accomplished technology leader to take on a CTO-equivalent role in an ambitious iGaming technology organization based in Dubai Our initial project involves building a comprehensive next-generation B2B lottery technology platform designed to address the complexities inefficiencies and gaps in existing lottery systems This is not simply about replicating what already exists Our goal is to rethink established processes develop innovative solutions and build a highly scalable efficient and future-ready technology ecosystem And this is just the beginning Our long-term vision extends well beyond lottery technology into multiple areas of the iGaming industry where we believe intelligent technology innovation can fundamentally improve existing products platforms and business models We already have client contracts secured and are ready to begin execution We now need the right technology leader to build the team shape the architecture and drive delivery

Key Responsibilities

• 1. Technology Strategy & Solution ArchitectureLead the overall technology vision, architecture and development strategy across multiple products and platforms.Analyse complex business and technical challenges and devise innovative, practical solutions, including approaches that may not currently exist in the market.Identify opportunities to optimise existing technology systems, eliminate inefficiencies and address gaps in current industry solutions.Evaluate and select appropriate technology stacks, frameworks, cloud infrastructure and development methodologies.Design systems that are scalable, secure, reliable, maintainable and commercially viable.Explore and implement emerging technologies, particularly AI and Agentic AI, wherever they can meaningfully improve product capabilities, development efficiency or operational performance.
• 2. Team Building, Leadership & People ManagementBuild a strong, multidisciplinary technology team from the ground up, based in our Dubai office.Personally identify, evaluate and recruit the right talent across development, infrastructure, architecture, QA and other technical functions.Establish a positive, collaborative and high-performance engineering culture.Demonstrate genuine empathy towards team members, understanding their individual strengths, challenges, aspirations and motivations.Create an environment where people feel valued, supported and happy while remaining productive and accountable.Mentor technical leads and senior developers, encouraging professional growth and ownership.Focus on long-term team stability, employee satisfaction and retention rather than short-term hiring and delivery cycles.
• 3. Product Development & ExecutionLead the technical development of our initial large-scale B2B lottery platform, from architecture and planning through implementation and deployment.Translate business objectives and client requirements into clear technical roadmaps and actionable development plans.Oversee multiple development streams spanning frontend, backend, cloud infrastructure, databases and integrations.Anticipate technical challenges and proactively develop solutions before they impact delivery.Balance innovation with realistic timelines, budgets and commercial commitments.Establish robust development, testing, deployment, security and monitoring practices.Ensure technology delivery meets the expectations of enterprise-level B2B clients.

Technical Knowledge & Experience

We are not looking for someone who is necessarily an expert in every technology listed below. However, the candidate should possess strong cross-functional technical knowledge, with sufficient breadth and depth to lead architectural discussions, make informed technology decisions and manage specialists across these domains.

• Expected areas of familiarity include:
• Cloud & Infrastructure: AWS, Azure or Google Cloud, cloud-native architectures, Docker, containerization, deployment and infrastructure management.
• Backend Development: .NET / C#, Python, Node.js, JavaScript / TypeScript, APIs, microservices and distributed systems.
• Frontend & Multiplatform Development: React, Angular and modern web application frameworks.
• Databases & Data Architecture: MySQL, relational and NoSQL databases, data modelling performance optimization and large-scale data management.
• AI & Emerging Technologies: AI integration, generative AI, Agentic AI, workflow automation and practical AI enablement.
• Streaming & Real-Time Systems: Streaming services, real-time communication, event-driven architectures and high-throughput data processing.
• Game & Interactive Development: Familiarity with Unity and associated development ecosystems would be advantageous.
• DevOps & Engineering Practices: CI/CD, version control, automated testing, monitoring, security and scalable deployment pipelines.

Prior experience with large-scale transactional systems, high-availability platforms, payment integrations or regulated gaming environments would be particularly valuable.
