Job Purpose

Lead statistics and data analysis for the Enterprise Command & Control (ECC), ensuring accurate, governed multi-modal transport data and models as a single source of truth, and driving RTA’s statistics framework, data products, and projects to support strategic planning, network performance, situational awareness, emergency readiness, and continuous improvement.

Roles and Responsibilities

Strategy

• Develop the statistical framework across RTA and ensure the implementation, to align statistical efforts with RTA strategic goals and objectives. Develop and enhance the statistics framework in RTA.
• Set and review the strategic direction for statistics and data analysis and manage exploration of multi-modal transportation data to derive indicators, insights and recommendations for RTA strategic plans, initiatives and KPIs.
• Analyse and strategize the operations including specialized transport studies, policyevaluations, congestion mitigation, event scenario modelling, decision-making supportanalytics, etc. to align with the business goals.
• Establish and operate the Data Lab for transportation data use cases; define governance, pipelines, environments, and service levels for repeatable analytics operations.
• Calibrate the transport model within the ECC based on data from transport and traffic sources, ensuring integration with networks, demographics and land use to support traffic scenarios, including emergencies and crises.
• Conduct specialized benchmarking studies on transportation statistics and practices to maintain RTA’s distinguished and pioneering position in line with strategic directions.

Operations

• Analyse transport network performance indicators and road traffic data, prepare analytical reports and studies, and share recommendations with internal entities and the Strategic Planning Department to support operational and strategic decision making.
• Collect, wrangle, classify, process and validate transport-related data across the Enterprise Command & Control Centre and operational centres, performing data quality and sanity checks to produce reliable indicators, recommendations and analysable information for data products.
• Update and maintain the statistics matrix within the ECC and operational centres by defining categories, classifications, sources and periodic updates to facilitate data exchange and knowledge-sharing across the Roads and Transport Authority.
• Manage Roads and Transport Authority statistical databases related to transportation and road infrastructure to serve as a reliable single source of truth for RTA statistics.
• Review and update RTA statistics in Dubai Digital systems (E-Sources).
• Validation and provision of official statistics for the Chairman’s announcements, media releases, RTA delegates’ presentations, and the RTA Annual Book ensuring accuracy,consistency with approved methodologies.
• Plan, manage and report ECCD projects within the Statistics & Data Analysis scope, including project initiation, budgeting, resource allocation, schedule/risk management, delivery oversight and closure, ensuring alignment with approved SDA policies/procedures and providing periodic status reports to concerned authorities.
• Foster collaboration with different stakeholders and act as a key liaison with government and non-government agencies to ensure smooth flow and exchange of transportation data, to serve ECCD’s objective of maintaining and analysing multi-modal transportation data.
• Support and collaborate in all audit and quality measures and activities related to statistics and data analysis implemented within RTA, and support in any other related duties and responsibilities associated with the position, or any additional responsibilities as advised by the direct Line Manager or Department Director.
• Foster partnerships and collaboration with external agencies and universities/research partners/systems and technology vendors aligned with approved procedures and governance.
• Undertake additional roles or responsibilities as assigned, including participation in committees and specialized teams as a member or a subject-matter expert.
• Manage requests for internal and external data and statistics within the ECC and operational centres, ensuring compliance with Roads and Transport Authority approved data standards,strategic management frameworks and governance practices.

Product / Process Improvement

• Develop and enhance the statistics matrix within the ECC and operational control centres,continuously updating it to align with approved policies, operating procedures, data governance standards and the Technology Strategy and Governance Department framework.
• Manage the transport data product development system and use cases at the ECC andoperational centres by leveraging big data, in alignment with approved policies and procedures, ensuring these products contribute to improved situational awareness and decision-making.
• Prepare guidelines, manuals, policies, procedures and technically specialized documents related to statistics, data analysis and visualization in coordination with stakeholders and in alignment with RTA document management systems.
• Identify opportunities and propose initiatives for continuous improvements on RTA statistical methodologies, policies, procedures and related practices.
• Disseminate knowledge and promote best practices in leveraging big data within the ECC and the Roads and Transport Authority, ensuring outputs align with international best practices and coordinating with relevant stakeholders.
• Ensure knowledge transfer and provide mentoring and support for colleagues through conducting awareness sessions and actively participating in brainstorming discussions and other related knowledge-sharing activities.
