Job Description:
- Develop and implement robust pre-qualification frameworks aligned with organizational policies and procurement regulations.
- Lead the full cycle of pre-qualification processes, including documentation, assessments, approvals, and classification.
- Analyze vendor capabilities using a Vendor Positioning Model to identify and recommend strategic vendors for critical procurement categories.
- Ensure all vendors meet sustainability and Health, Environment, and Safety (HES) criteria during pre-qualification in coordination related departments. Promote green procurement practices and compliance with environmental standards.
- Identify risks associated with potential vendors and coordinate with the Security Department to assess gaps, conduct background checks, and ensure integrity and compliance. Develop risk mitigation plans for high-risk vendors.
- Prepare pre-qualification plans ahead of tender releases to identify potential vendor shortages or limited competition within scope. - Collaborate with sourcing teams to expand supplier base where necessary.
- Generate periodic pre-qualification reports for senior management, highlighting vendors gaps, compliance levels, risks, and strategic recommendations. Provide analytics to support procurement decision-making and planning.

Job Requirements:
- Bachelor’s degree in engineering (preferably industrial, civil, or engineering management); or related field (master’s preferred).
- Minimum of 11 years of experience in procurement or vendor management, or 11 years in a senior or specialized role.
- Strong background in vendor evaluation, sustainability standards, and risk management.
- Knowledge of pre-qualification systems.
