Roads and Transport Authority in Dubai seeks an experienced leader to drive the design, development, and delivery of digital services within the PMO, aligning with Dubai digital Government frameworks and RTA portfolio priorities.

Lead the department projects portfolio, promote customer-first initiatives, manage RFPs with enterprise architects and procurement, mentor project managers, and ensure seamless, high‑quality digital experiences for residents.

Qualifications

• 9+ years of experience with a master’s degree in a related field.
• 11+ years of experience with a bachelor’s degree in a related field.
• UAE National Only requirement.

Responsabilités

• Lead the department projects portfolio and establish baselines aligned with strategic goals and Dubai digital Government objectives.
• Champion customer-first initiatives to enhance accessibility, inclusivity, and resident happiness through digital solutions.
• Oversee planning and execution, including documentation, risk/issue management, stakeholder analysis, and PMO governance compliance.
• Mentor junior project managers to ensure quality and performance standards.
• Manage user acceptance testing, training, service transition, and vendor compliance with SLAs.
• Apply change management practices to minimize disruption during improvements.
• Lead project closure activities and knowledge transfer with lessons learned documentation.

Description du poste

Provide strategic and technical leadership in the design, development, and delivery of RTA’s digital services and digital channels. Ensure alignment with Dubai digital Government frameworks and RTA’s portfolio priorities by leading high-impact initiatives, driving customer- centric innovations, and embedding best practices across the project lifecycle. Act as a key advisor and subject-matter expert in promoting integration, operational excellence, and enhanced user experiences that support Dubai’s vision for a smarter, more connected city.

• Lead the department projects portfolio to establish clear baselines that support RTA’s strategic goals and Dubai digital Government objectives.
• Champion customer-first initiatives that enhance service accessibility, inclusivity, and happiness, improving residents’ daily livesthrough digital solutions.
• Drive innovation and integration effortsto reduce manual processes, streamline workflows, and deliver seamless digital experiences.
• Ensure digital services and digital channels are aligned with RTA’s PMO and portfolio governance frameworks, with transparent and consistent reporting

Operations

• Analyze Lead the preparation of Requests for Proposals (RFPs) in coordination with enterprise architects, analysts, and procurement teams, ensuring technical requirements align with customer experience and service excellence targets.
• Oversee project planning and execution, including documentation, stakeholder analysis, risk and issue management, communication strategies, and compliance with PMO standards.
• Provide mentorship and supervision to junior project managers, ensuring adherence to deliver quality and performance standards.
• Manage user acceptance testing, training, and service transition activities to ensure continuity and a positive customer experience.
• Ensure service level agreements are properly transitioned and that vendors comply with contractual terms and agreed performance levels.
• Apply structured change management practices to minimize disruption and support smooth implementation of improvements.
• Identify, monitor, and mitigate risks related to project scope, timelines, and budgets, ensuring proactive and transparent reporting.
• Lead project closure activities including final sign-off, knowledge transfer, and lessons learned documentation

Product/Process Improvement

• Evaluate project team and vendor performance, submitting improvement recommendations and reports to the PMO and senior leadership.
• Conduct post-implementation reviews to capture lessons learned and feed best practices into future digital service initiatives.
• Oversee transparent and fair vendor evaluation and selection processes in line with RTA procurement policies.
• Lead quality reviews to ensure compliance with enterprise architecture, governance, and assurance standards.
• Drive the development of innovative, integrated digital solutions that reduce complexity, improve accessibility, and enhance Dubai residents’ quality of life.

• 9+ years in case of master’s degree (11+ years in case of bachelor’s degree) in related field
