    Context

    Veolia Middle East will start a new contract, operate and maintain two industrial Waste Treatment Facilities (IWTF) in Ruwais (Abu Dhabi - United Arab Emirates) with around 200 employees.

    The Hazardous Waste Treatment Facility (HWTF or BeAAT) includes TDU, deoiling tricanter, Stabilization, Class I and II landfill, PCT, mercury treatment unit, and Incineration lines with a capacity around 60 KTA;

    The Natural Occurring Radioactive Materials Treatment Facility (NORM) is a new 6,5 KTA decontamination facility, including a high pressure water descaling system, incineration and encapsulation of ashes.

    Two / third of the assets were commissioned in 2021 and some alignment works, process, procedures should be implemented to comply with Veolia standards.

    Job Description

    The Chief Financial Officer (CFO) will provide financial advice and support to the Magma team to enable them to make accurate business decisions. Manage and lead the accounting, banking, treasury, and related functions of Magma, while working closely with the General Manager and related departments/shareholders on internal controls, audits and reporting in order to ensure that financial statements are accurate and transactions are in compliance with the company’s policies and procedures, regulatory requirements, financial and accounting reporting standards and ensure that Magma can deliver on its contractual commitments through access to the required funding and banking facilities.

    He / she will report to the General Manager - Magma.

    Key Responsibilities:

    • Formulate and lead the implementation of the finance strategies in line with the company’s vision, mission and corporate objectives.
    • Ensure that the overall strategy is translated into annual operational business plans and the performance is monitored annually to ensure business plans are aligned with the overall strategy.
    • Direct the preparation and consolidation of the annual and quarterly budget and long term plans in coordination with corporate guidelines and monitor the financial performance versus the budget while potential performance improvement opportunities are also realized.
    • Prepare and present monthly financial performance reports to include financial status, budgets, income, expenditures, reserves and liquidity to facilitate strategic decision making.
    • Initiate, coordinate and liaise with appointed financial and ICV auditors to ensure audit initiation and completion within the agreed time frame.
    • Manage and update the revolving periodic cash flow report.
    • Ensure that all finance and procurement activities/functions/controls are performed in accordance with best practice, sound financial principles, company policy, company procedures, legal and contractual compliance at all times.
    • Ensure that the UAE laws (related to finance, fiscal and legal matters) and International Accounting Standards are properly applied.
    • Direct the execution of all treasury activities in the most effective and efficient manners, and in compliance with the shareholders' corporate financial policies and procedures through ensuring sufficient level of liquidity that meets the organization's financial needs and requirements, and maintaining sufficient utilization of the cash reserves.
    • Assist with any relevant legal advisor liaison or matters.
    • Assist all departments with follow up and monitoring of corporate matters and company contracts.
    • Assist with implementation of purchasing/service agreements and negotiations.
    • Lead the effective achievement of functional objectives by setting individual objectives for both the finance and purchasing team members, by managing their performance, developing and motivating, providing formal appraisals and informal feedback, in order to maximize subordinate and departmental performance.
    • Ensure the implementation and execution of finance and procurement activities based on Lean management principles and continuous improvement.
    • Work in close cooperation with all other departments to maximize overall company performance and resource efficiency/effectiveness and financial performance understanding.
    • Act as financial signatory in accordance with applicable PoA’s and authority matrix.
    • Responsible for all banking activities including liaison, cheque books, transfers, hedging, bank guarantees, fixed investments, etc.
    • Establishing , developing and maintaining positive relations with senior management , shareholders ,stakeholders, lenders and other external parties.
    • Undertake any other reasonable work or related task at the request of the General Manager.
    Qualifications
    • Master’s degree in Finance or Accounting, or a professional accounting qualification or equivalent
    • CPA or CMA certified preferred.
    • 10+ years of progressively responsible experience for a major company or division of a large corporation with prior managerial experience
