Chief Engineer, Urban Planning, Planning Studies

Rail Personnel is hiring a Chief Engineer for Urban Planning in Dubai. The role involves initiating studies for integrating rail transit within the urban fabric, ensuring compliance with safety and quality standards, coordinating with stakeholders, and analyzing demographic impacts on planning. Candidates should have a Bachelor's in Architecture or Civil Engineering and at least 8 years of experience in urban planning.

Job Purpose:
To initiate ideas and conduct studies to ensure the rail transit system is well integrated with the surrounding uses, best fit within the urban fabric, and fully satisfy the objectives of the Rail Agency.

Key Results Accountabilities:

1. Ensure that all Health, Safety, Quality & Environmental requirements pertaining to the project are in place and monitored as per the project management plan.
2. Review and evaluate the proposed transit stations plans and their relations to the surrounding land uses and urban developments, and identify necessary changes and adjustments.
3. Formulate long-range objectives relative to future land uses along the transit corridors and around transit stations.
4. Coordinate with stakeholders internal and external to ensure all their requirements related to handover are fulfilled.
5. Ensure full compliance for the quality/specification of the materials/products and work done and manage inspection/testing activities regularly during the implementation stages of the project.
6. Ensure the compliance of project handover in accordance with the company's project management policies and process.
7. Conduct field investigations, and compile and analyze data on demographic, economic, physical and other factors affecting planning of transit corridors.
8. Initiate and manage/contribute to urban planning/ridership studies/initiatives and projects.
9. Ensure the list of snags and outstanding works is complete and properly followed up during the Defect Notification Period (DNP).
10. Coordinate with government planning authorities and other local agencies regarding land parcels designated or to be designated to Dubai Metro in terms of land use, zoning and issuing site plans.
11. Review and evaluate context planning around transit stations and prepare planning recommendations.
12. Prepare ROW land acquisition plans for the transit lines and follow up the approval procedures with concerned government authorities.
13. Review and evaluate proposals for land uses and development plans and prepare recommendations.
14. Prepare & present technical information & reports to a variety of audiences.
15. Investigate, identify and analyze the impact of rail projects on existing urban communities, specifically on areas around rail stations, and propose improvement policies and urban upgrading solutions.

Education:

1. Bachelor's degree in Architecture / Civil from a recognized university.

10. Excellent knowledge of local laws, government regulations, executive orders, agency rules, and the democratic political process of UAE.
11. Good knowledge of statistical methods and their applications.
12. Ability to use and manage GIS and CAD drawings and maps.
