Job summary

izil Beauty seeks a senior leader to head R&D, Regulatory Affairs, and Quality inputs for cosmetic products. You will drive NPD, ensure Halal and COSMOS compliance, and oversee product registrations and post‑market support.

You will manage cross‑functional teams, set priorities, and ensure robust technical substantiation for claims across UAE and target markets, including audits and supplier oversight.

Qualifications

• Bachelor’s degree in cosmetic science, chemistry, pharmacy or related field.
• 8–12 years of cosmetic/R&D and regulatory experience; leadership of multidisciplinary teams.
• Experience with stability, technical dossiers, and product registrations in UAE/KSA; Halal/COSMOS preferred.
• Strong project management, scientific writing, data interpretation and stakeholder management.

Responsibilities

• Set product-development priorities and guide formulation work in line with briefs, brand, costs and market needs.
• Govern R&D pipeline from brief through scale-up and launch with defined stage gates and documented decisions.
• Ensure formulations follow sound scientific principles across ingredients, preservation, compatibility, processing and safety.
• Approve reformulation and product-improvement priorities ensuring safety, quality and registration status.
• Oversee regulatory monitoring, interpretations of cosmetic regs in UAE/KSA and other markets.
• Supervise regulatory/sci assessment of formulas, labels, artwork and claims before launch or changes.
• Manage product registrations, renewals, variations and market-specific compliance tracking; Halal/COSMOS coordination.
• Ensure claims support with scientific evidence throughout the product lifecycle.
• Define stability, packaging compatibility, microbiological and safety testing plans aligned with QA/QC.
• Review results and adverse trends; approve R&D recommendations on shelf life and storage.
• Ensure development reports, rationales and testing protocols are complete and traceable.
• Define requirements for new ingredients and packaging, including regulatory status.
• Coordinate supplier/material qualification and ensure formal change control.
• Plan and support pilot and commercial trials; handover to Production and QA/QC.
• Maintain master formulas, specifications and development history; protect IP.
• Provide technical governance of external labs, consultants and partners.
• Assess complaints and post-market technical support with clear conclusions.
• Lead the NPD, Compliance & Regulatory, and Science & Innovation functions.
• Collaborate with Marketing, QA/QC, Production, Procurement and Supply Chain.
