Job Purpose

As Cargo Officer (SQ&P) you will have to create, maintain and review dnata cargo standards (dCOM) by referring various IATA publications, global best practices, performing gap analysis, associated risks identified, and control measures. Representative for UAE Cargo in dCOM global committee. Manage UAE cargo-specific certifications and audits by external entities.


In This Role You Will

  1. Research and formulate IATA manuals, industry best practices and review against dCOM to ensure UAE cargo standards are aligned. Communicate changes or additions with dnata Cargo global network team for collaborative discussions and necessary changes to the dCOM standards.
  2. Represent dnata Cargo as a focal point to review Airline Manuals and bulletins of approximately 120 customer airlines, validating against standard operating procedures as part of gap analysis. Liaise with Customer Airlines to encourage the acceptance of established standards and operating procedures. Engage with Cargo business development and operations to review SGHA contractual terms on the acceptance of changes.
  3. Observe, analyze and establish risk assessments in cargo operational and non-operational areas in consultation with business unit heads and dnata safety. Recommend and support operations in establishing effective control measures to mitigate identified risks. Perform periodic reviews of all risk assessments and evaluate the residual risk.
  4. Establish, review and monitor Cargo iQ performance of all airlines in liaison with Cargo Business Development and Operations to ensure dnata cargo maintains a high level of service standards. Liaise with relevant departments on establishing monthly statistical reports for management review and evaluation. Identify potential areas that require correction to improve service delivery standards.
  5. Participate in discussions with Authorities (GCAA, Dubai Customs, Dubai Police, Dubai Municipality, Ministry of Climate Change and Environment) to ensure regulatory requirements are reviewed, translated into standard operating procedures and implemented in cargo operational areas.
  6. Review and evaluate the requirement of IATA publications for UAE cargo operations and arrange to procure these publications in a timely and cost-effective manner. Ensure the procured IATA publications are distributed to all required areas for operational use. Verify conformity of the publications to ensure operations follow the current edition.
  7. Research and identify industry best practices and latest standards which can enhance the service quality of products handling, recommend to management for certification (e.g., CEIV). Liaise with certification bodies, review standards requirements, perform gap analysis, and collaborate with stakeholders for implementation. Develop standard operating procedures and other requirements as part of the certification program. Take the lead in certification/recertification audit programs.
  8. Support in maintaining IATA and Regulatory certifications (ISAGO, ISO, RA3, TAPA) and Integrated Management System Program. Facilitate Customer airlines and regulatory audits through pre-audit verification and stakeholder engagement. Take corrective and preventive measures for any non-compliances identified and monitor the effectiveness of preventive measures taken to ensure dnata Cargo maintains high quality standards in all aspects.
  9. Liaise with IATA periodically to ensure TACT rules reflect up-to-date information on dnata Cargo GHA capabilities. Engage with internal stakeholders, collate latest updates on operational processes, facility details, and share with IATA.
  10. Manage and maintain all established Cargo Manuals, Procedures, work instructions and other documents related to UAE cargo operations in Document Management System (DMS) effectively as a central repository. Ensure all documents undergo periodic revision and maintain stronger document management control.

Qualifications & Experience

  1. Qualification: Bachelor's degree or equivalent experience.
  2. Minimum experience of 4-6 years in an airline or ground handling.
  3. Able to prepare complex or tailored documents or reports based on information gathered and analyzed from various sources.
  4. Knowledge of IATA publications such as Airport Handling Manual (AHM), IATA Cargo Handling Manual (ICHM), Dangerous Goods Regulations (DGR), Live Animal Regulations (LAR), Perishable Cargo Regulations (PCR), Temperature Control Regulations (TCR), etc., IATA certifications such as IATA Safety Audit for Ground Operations (ISAGO), Centre of Excellence for Independent Validators (CEIV), and General Civil Aviation Authority (GCAA) & regulatory standards.
  5. Knowledge in statistical methods and ability to analyze trends.
  6. Exposure in undertaking process inspections.
  7. Good communication and presentation skills.
