Job Summary / Purpose
The incumbent will be responsible for directing company-wide estimating and tendering activities, including tender preparation and submission.
Roles and Responsibilities
- Establish and implement best practices, focusing on continuous improvement in bidding and estimation processes.
- Analyze tender documents from technical, commercial, and risk perspectives to identify risk factors, ensure compliance, and inform bid decisions.
- Develop bid strategies, including win themes, competitive analysis, and pricing models to maximize success.
- Prepare detailed project cost estimates based on scope, materials, workforce, and subcontractor quotations.
- Write clear, compelling technical and commercial proposals that communicate Duserve's value and meet client needs.
- Liaise with Procurement to manage tenders, negotiate with vendors and subcontractors, and optimize costs.
- Finalize bid packages, ensuring accuracy and strategic alignment, and present for management approval.
- Provide project clarifications post-award, including budgets, scope, and contractual considerations.
- Conduct handover meetings with Operations to ensure smooth transition to project execution.
- Generate weekly tender status reports and identify potential issues or delays.
- Prepare monthly reports on tender outcomes, including reasons for wins or losses.
- Advise management on project bidding strategies and market trends.
- Evaluate subcontractor and vendor proposals for quality, safety, and cost.
- Review final estimates for accuracy and competitiveness before submission.
- Participate in pre-bid meetings, site visits, and presentations as needed.
- Document and archive historical bid data to improve future estimates.
- Maintain databases of costs and market data for accurate estimations.
- Manage and support the performance of direct reports, if applicable.
Qualifications
Bachelor's Degree in Civil, Mechanical, or Chemical Engineering. Expertise in estimating strategies, facilities management contracts, and UAE standards. Strong client-vendor relationship skills.
Knowledge, Skills, and Abilities
- Strong mathematical, analytical, and attention to detail skills.
- Technical knowledge and proficiency with relevant computer programs.
- Excellent communication, time management, and organizational skills.
- Ability to foster professional client relationships and lead process improvements in estimating.
Experience
- Minimum five (5) years in estimation and tendering within a large organization, preferably in facilities management.
- Experience analyzing estimates for anomalies and accuracy.
- Additional experience in FIT-OUT, Energy, Infrastructure sectors.
- Market survey, analysis, and contract establishment experience.
