Job description

Position Overview:

We are looking for a dynamic and experienced professional. This role will serve as the primary liaison with key government entities in the UAE, including the Department of Health (DoH), Dubai Health Authority (DHA), Ministry of Human Resources and Emiratisation (MOHRE), and others. The AVP will also play a critical role in fostering business growth through strategic partnerships and collaboration with these entities. This dual-function position requires a blend of government relations ability and business development acumen.

Key Responsibilities:

Government Relations

Stakeholder Engagement

  • Cultivate and support strong relationships with key government entities, including DoH, DHA, MOHRE, and other relevant authorities.
  • Represent the company at meetings, hearings, and official events with government stakeholders.
  • Organize and take part in industry forums to enhance the company's visibility and influence.

Regulatory requirements and Compliance

  • Collaborate with legal and compliance teams to interpret and implement new regulatory requirements.
  • Ensure organizational compliance with all relevant healthcare and insurance regulations.
  • Develop strategies to promote the company's interests within the regulatory framework.

Internal Advisory Role

  • Advise senior leadership on government relations, stakeholders and regulatory landscapes.
  • Facilitate cross-departmental collaboration to align business goals with regulatory risks and requirements.
  • Develop and deliver training programs for staff on regulatory matters and government engagement protocols.

Business Development

Market Intelligence

  • Conduct in-depth market research to identify new business opportunities within the government and public sector.
  • Analyze competitor activities and market trends to inform strategic decision-making.
  • Develop insights on emerging healthcare initiatives and public-private partnership opportunities.

Strategic Partnerships

  • Find and pursue strategic partnerships with government entities and other key stakeholders in the UAE and GCC.
  • Lead negotiations for collaborative agreements, memoranda of understanding, and public-private partnerships.
  • Develop proposals for joint initiatives that align with government goals.

Product and Service Development

  • Work closely with product teams to develop insurance and TPA packages that meet regulatory requirements and market demands.
  • Identify opportunities for innovative insurance solutions that address specific government or public sector needs.

Business Growth Initiatives

  • Develop and implement strategies to expand the company's market share in government-related insurance segments.
  • Identify opportunities to participate in government tenders and projects related to insurance.
  • Leverage government relationships to explore new market entry opportunities across different emirates.

Performance Monitoring and Reporting

  • Establish key performance indicators (KPIs) for government-related business development initiatives.
  • Regularly report on progress, challenges, and opportunities to senior management.
  • Analyze the effectiveness of business development strategies and adjust approaches as needed.

Quality & Excellence Management:

  • Oversee the implementation of best practices in business development, ensuring efficiency and compliance.
  • Ensure timely and accurate reporting of government contract performance and strategic initiatives.
  • Enhance the quality of business development proposals by integrating data-driven insights.

People Management Responsibilities:

  • Direct and mentor the business development team, fostering a high-performance culture.
  • Authorize training programs to enhance employees’ expertise in government healthcare partnerships.
  • Communicate clear performance expectations and strategic objectives to the team.
  • Envision career growth pathways for high-potential employees within the department.
  • Foster a collaborative work environment that encourages innovation and strategic thinking.

Minimum Qualifications:

  • Bachelor’s degree in Public Administration, Business Administration, in a related field. A master’s degree is preferred.
  • At least 5 years of experience in government relations, public affairs or related field within the UAE either directly or in a consultancy capacity, preferably in the healthcare or insurance sector.
  • Proven record of successful relationship-building with UAE governmental bodies.
  • Strong understanding of public-private partnership frameworks.
  • Fluency in Arabic and English (both written and spoken) is essential.
