1. JOB DESCRIPTION

Job Title: Authorising Engineer & Supporting Technical Officer

Location: Based in Dubai, UAE, with travel across the BME as work requires.

2. Qualifications, Experience and Skills

The candidate must be technically qualified with at least 5 years' relevant post-qualification experience. Essential requirements include:

  • Registration as a Chartered Engineer, Incorporated Engineer, or a Professional Health and Safety Practitioner (e.g., CMIOSH). The SAA may, at their discretion, issue an AE Licence to individuals with a strong technical background and proven relevant experience, even if not professionally registered.
  • Knowledge of current Health and Safety legislation, holding NEBOSH General Certificate or a Construction Site Manager's Safety Certificate, with willingness to pursue NEBOSH certification with KBR.
  • Proficiency in personnel and process assessment and audit.
  • Completed accident investigation training.
  • Ability to demonstrate compliance with training and tuition requirements as per JSP 375 Volume 3 and discipline-specific chapters.
  • Familiarity with equipment and systems at significant risk locations within the MOD estate.
  • Employment status as an MMO employee, consultant, MOD employee, or armed forces member.
  • Ability to demonstrate competence and understanding of JSP 375 Volume 3 work for specific specialisms.
  • Technical qualifications: Minimum HND in Electrical Engineering or Building Services Engineering, with relevant experience.
  • Qualified to 18th Edition IEE Wiring Regulations.
  • Practical experience in electrical installations and construction site management.
  • Valid DE certification or willingness to obtain one.
  • Willingness to obtain a First Aid certificate.

3. Core Responsibilities and Duties

Authorising Engineer Responsibilities:

  • Maintain site familiarity for responsible sites and deputising AE roles.
  • Issue competence confirmations for prospective APs, assessing their suitability and training compliance.
  • Approve and monitor AP training plans and performance, maintaining records and reviewing competence regularly.
  • Report deficiencies and recommend corrective actions.
  • Define system and installation responsibilities with appropriate documentation.
  • Ensure clear operational demarcation and interface identification with other authorities.
  • Maintain a register of APs and review their performance periodically.
  • Take action if APs' activity or experience is insufficient.
  • Recommend or verify training and remove or suspend AP certificates if necessary.
  • Communicate relevant notices and updates to APs promptly.
  • Ensure amendments to JSP 375 Volume 3 are understood and implemented.
  • Report manufacturer or third-party notices affecting equipment or systems.
  • Investigate significant incidents involving equipment or systems.
  • Negotiate deviations from JSP 375 Volume 3 with SAA and CAE, following risk assessments.
  • Manage risk associated with third-party contractors' Safe Systems of Work.
  • Approve and document access key management systems.
  • Fulfill discipline-specific duties as per JSP 375 Volume 3.
  • Provide evidence of competence, including personal logs if required.
  • Determine coverage and risk through surveys.
  • Advise APs on deputising AE roles during absences.

Supporting Technical Officer Responsibilities:

  • Produce contracts, designs, and specifications for mechanical and electrical construction works, managing project risks.
  • Define material specifications, oversee installation quality, and ensure compliance with standards.
  • Lead delivery of mechanical and electrical projects, including HSE and CDM 2015 compliance.
  • Maintain stakeholder communication, oversee QC & QA, and manage project resources.
  • Ensure site safety, quality, and progress monitoring.
  • Conduct technical inspections, surveys, and advise on engineering problems.
  • Use design and planning software, produce bills of quantities, and manage documentation.
  • Coordinate with clients, contractors, and authorities, and prepare tender documents.
  • Assume design responsibilities and participate in planning and meetings.
  • Administer project documentation, budgets, and reports, working to tight deadlines.
  • Promote a positive health and safety culture and ensure subcontractor compliance.
