Job description

The Central Bank of the UAE (CBUAE) is the supervisory and regulatory authority of the banking and insurance sector in the United Arab Emirates. The CBUAE is responsible for enhancing monetary management, financial stability and protecting consumers through effective supervision of licensed financial institutions, prudent management of reserves, robust financial infrastructure and the adoption of digital technologies.

We are seeking hire an individual who will be responsible for the execution of the IT Audit plan, specifically in IT and technology processes, and Corrective Actions. The role holder works closely with the Section Head of IT Audit to add value and improve our operations by bringing a systematic and disciplined approach to the effectiveness of risk management, control, and governance processes.

Key Responsibilities:

  • Perform objective, independent, and reliable audits across IT, Information Security, and Operational Resilience functions to ensure CBUAE is efficient and compliant with regulatory requirements.
  • Perform audits on IT systems to examine validity and reliability of data and report deviations, to ensure compliance with policies and procedures; and statutory requirements.
  • Prepare audit findings and reports, and develop recommendations for corrective action.
  • Conduct and record follow-up reviews of financial, operational or regulatory compliance deficiencies noted during audits.
  • Advise on corrective action processes and provide the Business with guidance and support for accurate completion of action plans (for closure of audit observations).
  • Document IT Audit processes including narratives, process maps and flowcharts to ensure consistent methodology.
  • Maintain a broad knowledge of Central Bank, its operations, procedures, and policies, including the laws and regulations which guide its operations to be able to advise on processes and corrective measures.
  • Develop knowledge of the IT functions and lines of business, and the specific systems, processes or area under review.
  • Ensure audit assignments are completed within budget by effectively organising and applying resources.
  • Perform special and ad hoc investigations as requested.
  • Escalate discrepancies with management and provide recommendations to resolve.
  • Collaborate with external auditors, and ensure their examinations are completed efficiently and promptly.
  • Keep abreast of new developments, and current trends in the audit profession including new technologies and their applications.
  • Perform any other duties outside the scope as and when required.
  • Assist internal audit department in building out data analytics capabilities.

Position Specifications:

  • Bachelor's Degree in a relevant field such as IT, Business Administration or Accounting.
  • Preference to be Certified Information System Auditor (CISA), or relevant certification.
  • 4+ years of experience in Audit ideally within Financial Services.
  • Thorough understanding of the International Accounting and Auditing Standards and the requirements of legislation related to accountancy and auditing affecting the Central Bank's corporate governance.
  • Analytical approach with high attention to detail.
  • Strong knowledge of law and regulatory requirements in UAE and Middle East.
  • Knowledge of contemporary Internal Audit concepts and practices.
  • Proven ability to audit on complex and highly sensitive areas.
  • Excellent interpersonal verbal and written communication skills.

This role is onsite and based in Abu Dhabi.
