Application Manager (Emiratisation Role)

We are currently supporting our client, a key government entity, in the recruitment of a qualified Application Manager, focused on digital transformation, system optimization, and service enhancement. This opportunity plays a central part in enabling the organization's broader strategy for modernization and improved service delivery.

Key Responsibilities:

1. Requirements Gathering & Analysis: Collaborating with various organizational units to identify, document, and analyze business needs with the goal of developing new systems and enhancing existing solutions.
2. Process Optimization & Automation: Leading the analysis of current processes and recommending automation opportunities to improve operational efficiency and workflow effectiveness.
3. Digital Service Enablement: Supporting the simplification and digital transformation of internal services, ensuring alignment with the client's digital strategy and compliance with approved standards.
4. Technical Evaluation & Advisory: Assessing existing technologies and providing technical recommendations to upgrade or replace systems in line with operational needs.
5. Systems Design & Development Oversight: Defining technical requirements and system architectures, ensuring comprehensive solutions are designed to meet multi-departmental needs.
6. Software Deployment & Maintenance: Managing system installations, upgrades, and decommissioning; ensuring issues are resolved promptly and documented properly in coordination with vendors.
7. Standards & Compliance: Reviewing software specifications to ensure adherence to the client's internal development standards and national regulatory frameworks.
8. Custom Development: Designing and developing tailored applications and systems that support the client's digital goals and enhance service delivery.
9. System Performance & Security Monitoring: Overseeing the performance, security, and maintenance of digital systems, ensuring optimal uptime and compliance with cybersecurity best practices.
10. User Support & Training: Conducting training sessions and providing continuous support to internal users to ensure smooth adoption and effective use of technology.
11. Technical Assistance & Troubleshooting: Providing direct technical support to departments, making modifications where necessary, and coordinating with external service providers as needed.
12. Knowledge Transfer & Capacity Building: Delivering internal training programs to build capability among users and support the sustainability of technology investments.
13. Support to Management: Assisting line managers with relevant tasks and contributing to special projects as required.

Client Requirements:

1. In alignment with the client's Emiratisation objectives, this role is exclusively open to UAE Nationals holding a Family Book.
2. A bachelor's degree (or higher) in Information Technology or a closely related field.
3. Strong knowledge of cross-platform and full-stack application development.
4. Proficiency in key development languages such as Java, C#, HTML, and associated frameworks.
5. Experience with integration methodologies and middleware platforms.
6. Background in digital transformation, particularly within government or financial institutions.
7. Familiarity with both Agile and traditional development methodologies.
8. Exposure to DevOps concepts and CI/CD pipeline implementation.
9. Working knowledge of database platforms including SQL Server and Oracle.
10. Understanding of project management principles and tools.
11. Strong problem-solving skills and a collaborative, energetic work ethic.
