To support the Air Navigation Services (ANS) Safety Management System (SMS) Manager and Deputy Manager in the development, maintenance, and implementation of an effective SMS across the ANS.
Duties & Responsibilities
- Support the ANS SMS Manager in maintaining oversight of the SMS on behalf of the accountable manager.
- Conduct ATS investigations and trend analysis to identify safety risks within the organization and in conjunction with external agencies, contractors, and stakeholders as appropriate.
- Develop recommendations to address identified safety risks and collaborate with relevant departments for mitigation.
- Perform / facilitate hazard identification and safety risk analysis in accordance with the SMS.
- Assist all departments in development and oversight of unit safety cases and other safety assurance activities.
- Conduct internal operations and safety audits for internal oversight and in preparation for regulatory audits.
- Work in close collaboration with key stakeholders to provide additional oversight, assistance, and guidance as directed by line management.
- Facilitate and participate in key internal and external safety meetings as per regulatory and company requirements.
- Prepare and disseminate periodic reports on the organization's safety performance in accordance with customer and regulatory requirements.
- Maintain safety records, data, and documentation in accordance with applicable aviation regulations and organizational policies.
- Ensure safety training and promotion for all staff is delivered in compliance with regulatory requirements and reinforces a robust safety culture.
- Monitor aviation industry safety concerns and initiatives to ensure leading-edge service delivery of safety management best practices.
- Perform any additional responsibilities as directed by the ANS SMS Manager to support ANS operations, projects, and departmental objectives.
Educational Qualifications
- Higher secondary school certificate (Essential).
- University Diploma or Degree in safety, quality, or aviation-related subjects (Preferable).
Professional Certifications
- Air Traffic Control license with validated Aerodrome or Approach Surveillance ratings (preferably both).
- Certificated training in SMS from a recognized training provider (e.g., ICAO, IATA, IACT, GCAS, or equivalent).
- ATM Incident Investigation Course conforming to ATS Safety Investigator requirements of the GCAA (Preferable).
- Aviation Human Factors or Threat and Error Management Course (Preferable).
- Endorsement as an OJTI, Examiner, or Training Officer (or equivalent) (Preferable).
Experience
- Minimum 5 years’ experience as an ATCO, preferably at a busy, international airport.
- Experience within an aviation Safety Management Department or regulatory authority (preferable).
- Experience conducting internal audits and safety investigations within an ANS environment (preferable).
- At least 2 years of professional experience in aviation in the UAE (Preferable).
Special Technical Skills
- High standard of English language proficiency, both written and verbal, to produce technical reports and communicate complex aviation safety matters.
- Knowledge of Arabic is preferred.
- Working knowledge of GCAA Civil Aviation Regulations and ICAO documents related to ANS and its safety management, including ICAO Doc 9859.
- IT proficiency in MS Word, Excel, PowerPoint; MS SharePoint and Teams experience is preferable.
- Procedures and systems relevant to the application of ANS SMS.
- Legal, Regulatory & Quality Compliance.
- Safety Investigation and Safety Assurance, including Audit and Inspection activities.
