Job description

To establish and maintain effective ANS Risk and Compliance Management processes which ensure that all GANS and relevant Customer operations are conducted in accordance with all applicable GCAA Regulatory and Risk Management requirements.

Roles & Responsibilities

  • Develop and communicate the ANS Risk Management and Compliance assurance plan across GANS and its contracts to ensure legal and regulatory compliance, effective risk management and adherence to GCAA Regulatory and all other applicable requirements.
  • Attend and organise meetings such as the GANS Risk Review Board (RRB) and any other governance meeting at Company or Contract level as may be relevant.
  • Maintain the GANS Risk Management Plans and Procedures to ensure that they enable hazard identification, analysis, mitigation, and communication across all relevant stakeholders including GANS, Group and customer leadership.
  • In collaboration with the ANS IMS and SMS Departments, develop and deliver (primarily using the web-based platform EdApp) risk and compliance management training as may be required.
  • Work with internal and external stakeholders, including customers, to ensure that company and contract-level compliance and risk management processes are implemented effectively and in accordance with the relevant requirements.
  • Meets the requirements of and serves as the ADA ANS Quality Post Holder (in reference to the ADA ANS GCAA certification), and abides by the GCAA CAR requirements (including Implementing Rules contained in GCAA CAR-ANS PART ANSP, ANSP.ORG.210 ‘Post Holders’ of essential positions’) after being nominated to and accepted by the GCAA as a Quality Post Holder and in doing so:
  • Reports to the Head of Safety & Compliance and, in serving as the ADA ANS Quality Post Holder (in reference to the ADA ANS GCAA certification), is directly responsible to the ADA ANS Accountable Manager in line with the requirements of GCAA CAR ANS PART-ANSP. As the GANS ANS Risk & Compliance Manager, the incumbent also has an indirect reporting line and unimpeded access to the GANS CEO (ANS01 Accountable Manager) on risk and GCAA compliance matters;
  • Remains responsible for the maintenance and overall performance of the ADA ANS Compliance, Risk and Quality management and assurance activities, including implementation, maintenance, documentation, performance, effectiveness and oversight of the organisation, as well as alignment and interfacing of Management Systems and related processes between GANS and Customer (ADA) Management Systems (including IMS, Quality, Compliance, Risk and OHS&E) in close coordination with the GANS ANS01 Quality Post Holder, ADA Aerodrome Quality Post Holder, GANS ANS01 Safety Post Holder, GANS ADA ANS Safety Post Holder and all other relevant GANS and Customer (ADA) Post Holders and relevant stakeholders;
  • Serves as the principal communicator with the GCAA, other relevant Authorities, Customers and any other relevant stakeholders in relation to ADA ANS Audits, QMS and compliance issues.
  • Ensure the preparation and submission of all ANS Unit Organisation Expositions to GCAA ANA for approval.
  • Manage the GCAA Q-Pulse and E-Service platforms on behalf of the ADA ANS contract to ensure:
    • The required root cause / corrective actions / preventive actions from GCAA audit findings are identified, recorded and subsequently taken.
    • The successful upload of GCAA CAR mandated documents for approval by the GCAA including those required for post holder changes.
    • Collate and review the necessary documentation to ensure all AMC 25 and AMC 41 approval applications are comprehensively prepared and submitted to GCAA via E-Services.
    • Implement the Management of Change (MOC) process where applicable and provide oversight to ensure that the MOC process is implemented by all relevant internal stakeholders.
    • Collaborate closely with the ANS IMS Department as well as the GANS ANS01 and IFPD Quality Post holder(s) to ensure that all relevant certification requirements are effectively implemented at company and contract level. Oversee and provide support to the ANS R&C Officer who serves as the Al Ain Training Centre (ATS TO) Post holder in the exercise of his Post holder responsibilities and accountabilities.
    • Lead the ANS Risk and Compliance team, providing ongoing support and mentoring.
    • Plan and conduct first-party audits and inspections to ensure regulatory compliance with GCAA requirements applicable to services provided by GANS. Serve as the Risk Management Focal Point for Group and Focal Point for Customer, Group, and any other relevant second-party ANS audits or inspections against GANS (while working in close collaboration with the ANS IMS and ANS SMS Departments). Serve as the GCAA ADA ANS "Quality Post Holder" and focal point for third-party audits related to GCAA ADA ANS and Al Ain Training Centre certifications (including ICAO RCE, ACTVET, and ELP-TO) as well as any other ANS third party Audits that are not covered under the remit of the ANS IMS Department. Support first-, second-, and third-party audits managed under the remit of the ANS IMS Department. Communicate to relevant stakeholders information on identified non-conformances for them to become aware of the need to undertake any relevant corrective and preventive actions.
    • Prepare internal and external Risk Management and Compliance oversight and assurance reports as required by customers, government entities, GANS, and Group. Use Risk Register information contained in Unit/Departmental IMS Performance Trackers to develop Risk Management Reports for submission to management and Customers as required.

Educational Qualifications:

  • Bachelor’s degree in a related area required (i.e. Aviation, Quality, Compliance or Risk Management).
  • Master’s degree in a related area preferred (i.e. Aviation, Quality, Compliance or Risk Management).

Professional Certifications:

  • Recognised industry-specific training and/or certifications in Risk compliance management required.
  • Recognised industry-specific training and/or certifications in Compliance or Quality Management preferred.
  • Auditor qualification covering one of the relevant disciplines required.
  • Candidate is preferred to have held an ATC Licence.

Experience:

  • Minimum of 10 years of experience in a role responsible for the management of Compliance, Risk or Quality functions.
  • Minimum of 5 years of experience in working for an Aviation organisation in a role responsible for the management of ANS Compliance, Risk or Quality functions.
  • Minimum of 5 years in management or supervisory role within an ANSP.

Special Technical Skills & Knowledge:

  • Auditing and technical report writing skills.
  • Risk and Compliance Training Design & Delivery.
  • Risk and Compliance documentation development.
  • Knowledge of Enterprise wide risk assessment and management.
  • Knowledge of Risk Management in the aviation context.
  • Knowledge of the ICAO Annexes, SARPS and the GCAA ANS Regulatory framework.
  • Excellent verbal and written English language communication skills (ICAO Level 5 or equivalent level of English language proficiency).
