Roles and Responsibilities
A. Specialized Tasks:
Develop capital project financing strategies in coordination with relevant government entities.
Establish a strategic framework for public-private financial partnerships.
Provide financial and technical guidance to ensure projects are implemented according to international best practices.
Develop financial policies and procedures that enhance the efficiency and sustainability of capital projects and partnerships.
Provide advisory services during the preparation of financial feasibility studies and economic evaluations for capital projects and partnerships, and make related recommendations.
Participate in analyzing financial and economic risks associated with projects and propose solutions to mitigate them.
Advise on the financial structuring of partnership contracts to ensure compliance with legal and regulatory frameworks.
Provide advice and support in reviewing and analyzing financial proposals for partnerships and make related recommendations.
Lead the financial planning processes for capital projects to ensure the achievement of government financial goals.
Provide advice and support for evaluating the efficiency of financial resource allocation for major projects and offer recommendations for improvement.
Provide advice and support to analysts during the review of financial performance for capital projects to ensure they meet objectives.
Provide advice and support to analysts during the preparation of advanced financial and analytical reports on the performance of capital projects and their impact on the economy.
Provide recommendations for improving capital spending efficiency and enhancing financial returns for the government.
Supervise the development of advanced financial models to support government funding and investment decisions.
Work with senior officials in government entities to ensure projects align with government priorities.
Provide specialized financial consulting to government entities on project financing policies.
Build strategic partnerships with financial institutions and investors to enhance sustainable funding opportunities.
Keep up with the latest global trends in capital project management and financial partnerships and develop innovative mechanisms to improve capital spending efficiency and promote financial sustainability.
B. General Tasks:
Provide support and advice in completing operational activities to achieve the targets set in the department's performance indicators.
Participate in identifying the strengths and weaknesses of the department, along with identifying threats and opportunities.
Participate in setting the department's operational goals in alignment with the department's operational objectives and strategic goals.
Identify training needs in line with responsibilities and performance indicators to ensure continuous professional development.
Participate in analyzing the department's operations to identify critical activities and develop plans for business continuity.
Participate in identifying, analyzing, and evaluating the risks associated with the department's work and offer suggestions and recommendations for managing them, along with supporting the implementation of responses approved by the department manager.
Perform any other tasks assigned within the scope of expertise.
