Job Description

  • Develop the department’s operational plan and follow up on its implementation to ensure financial objectives are achieved efficiently and effectively.
  • Prepare, update, and develop policies, procedures, regulations, and technical requirements related to administrative affairs in accordance with best practices.
  • Strengthen relationships with internal and external partners to ensure service delivery meets the highest standards.
  • Regularly monitor performance indicators, review achievement rates, and evaluate the performance of department staff.
  • Prepare periodic and annual performance reports for the department and submit them to the direct supervisor.
  • Submit the department’s needs for human, financial, and technical resources that contribute to efficient operations to the direct supervisor.
  • Prepare the department’s budget and submit it to the direct supervisor.
  • Identify risks related to the department’s work and propose solutions for mitigation.
  • Provide financial advice and support to the direct supervisor and participate in implementing any additional tasks related to the library’s scope of work.
  • Represent the department in events as assigned by the direct supervisor.
  • Supervise general services and ensure the efficient provision of hospitality, mail, couriers, and drivers to meet the library’s needs.
  • Manage procurement and contracting processes by following up on tenders and procurement procedures, and coordinate with relevant parties to ensure the availability of required resources and services.
  • Oversee storage planning and monitoring processes and ensure the preservation of books, tools, and stored resources in accordance with best practices.
  • Supervise facilities and assets, ensure the safety and security of the library’s properties and storage areas, and manage their regular maintenance.
  • Supervise periodic inventory and replacement processes of the library’s assets.
  • Oversee maintenance and security services, ensuring the provision of cleaning, maintenance, and security services to create a safe and comfortable environment for employees and visitors.
  • Manage and supervise the provision of administrative services, including travel ticket bookings, hotel accommodations, hospitality, shipping, mailing, stationery, transportation, and more.
  • Supervise the operation and maintenance of library vehicles and manage the movement of drivers and couriers to ensure operational efficiency.
  • Supervise the distribution of publications to schools, universities, and public libraries locally and internationally according to planned schedules.
  • Manage supplier relationships, monitor and regularly evaluate their performance, and ensure compliance with agreed standards.
  • Supervise contracts with service providers such as cleaning, security, maintenance, technical support, and facility leasing, ensuring services are delivered in line with signed agreements.
  • Oversee the implementation of occupational health and safety procedures in the library and its facilities to ensure a safe working environment.

Qualifications

  • Bachelor's degree in Business Administration or its equivalent as a minimum requirement from an accredited university.
  • More than 7 years of experience in administrative and technical services activities

Mohammed Bin Rashid Library was established by law no.14 in 2016 in line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai, to develop a knowledge society in Dubai and the UAE. As one of the most ambitious cultural and intellectual initiatives in the Arab world, the library's design was inspired by the 'Rehal', the traditional wooden book rest.

The Library aims to spark a passion for knowledge throughout UAE society, especially the youth, in addition to the conservation and promotion of Arabic literature, culture, and heritage by supporting and promoting reading, research, creativity, and entrepreneurship. Therefore, the Library offers free access to a unique collection of books and other knowledge resources.
