Job summary

The City of Ekurhuleni is seeking a Compliance Officer for the Water & Sanitation Department (2024). The role ensures governance, regulatory, and environmental compliance across infrastructure projects, safeguarding accountability and performance integrity.

With 3–5 years in a related field, you will implement monitoring frameworks, align projects with MFMA and SCM rules, and coordinate with legal, finance, and procurement teams to ensure thorough compliance throughout the project lifecycle.

Qualifications

• Degree in Public Administration, Law, Governance, Compliance, or related field is required.
• Understanding of MFMA and SCM Regulations is essential.
• Knowledge of PPPFA and CIDB Act is required.
• Valid Driver’s License is required.
• 3–5 years in a relevant environment is necessary.

Responsibilities

• Developing and implementing project governance policies, SOPs and monitoring frameworks.
• Ensuring alignment between project implementation, IDP goals, and budget frameworks.
• Implementing systems for project performance tracking, risk mitigation, and compliance assurance.
• Representing the department in intergovernmental forums and council engagements.
• Ensuring projects comply with MFMA, SCM regulations, National Treasury guidelines, and bylaws.
• Conducting regular audits of documentation, approvals, and payment processes across project lifecycle.
• Liaising with legal, finance and procurement units to verify alignment with internal controls.
• Supporting project teams with interpretation and application of compliance standards.
• Monitor contractor and consultant compliance with contract requirements.
• Promoting safe, legal, and environmentally sustainable infrastructure implementation.
• Minimize risks and ensure governance practices to prevent losses to the City.
• Contribute to operations management service delivery through Batho Pele compliance.
• Share knowledge gained through learning opportunities in execution of the role.
