Job summary

Transnet Property is seeking a skilled professional to monitor and manage utilities across Substations and High Voltage networks. You will audit installations, perform site inspections, and ensure compliance with regulatory acts to improve energy efficiency and reduce costs.

Role requires NQF6 diploma or electrical/mechanical background, trade-tested status, and a valid EB driver’s license. Travel and on-site work may be required across Johannesburg regions.

Qualifications

  • NQF6 National Diploma in electrical or mechanical engineering.
  • Experience in high voltage/electrical distribution networks.
  • Trade tested Artisan (Electrical) with Wireman’s license.

Responsibilities

  • Investigate and audit electrical installations for accurate monthly utilities bills and perform site inspections.
  • Ensure health and safety policies are followed and report non-conformances.
  • Monitor compliance with Electricity Supply Act and OHS Act and maintain documentation.
  • Develop and maintain maintenance schedules and asset records for bulk utilities infrastructure.
  • Support risk management for dependence on non-utility distributor networks.

Position Purpose

Monitor TP utilities management service systems that include the water, and electrical energy utilization. Monitor the Substations, High Voltage Distribution Networks, depots, and equipment to realize the following:

  • Efficient and Effective contracting, distribution, and utilisation of electrical supply;
  • Improve Power Factor Correction methods to reduce reactive power wastage;
  • Improve Network Availability Reporting to proactively identify electrical distribution network risks and increase the security of electrical supply to satisfy the requirements of the Transnet business strategy
  • Reduce electrical expenditure

Monitor Substations and High Voltage Distribution Network compliance with relevant Acts, Standards, Regulations, Codes of Practises through the following:

  • Monitor strategies to ensure Compliance with the Electricity Supply Act,
  • Ensure Compliance with the OHS Act,
  • Monitor Planned Maintenance and report non-conformance issues
  • Monitor the implementation of strategic projects for the improvement of the utilities management
  • Monitor Life Cycle Asset Management strategies
Position Outputs

Investigate / audit electrical installations for issuing accurate utilities bill on a monthly basis;Physically carry out site inspections, troubleshooting and analyze meter data capturedEnsure Health and safety policies and regulations are adhered to, as recommend and adviseaccording to electrical regulations and statutory requirementsEnsure quality control of workmanship and material by inspections and corrective actionReport writingAudit energy saving initiativesEnsure manuals, drawings and documents of utilities and other relevant bulk electrical and waterequipment are provided, updated and safely storedEnsure maintenance philosophies (preventive, predictive and breakdown) for the bulk utilitiesinfrastructure are adequately followed.Developing and maintaining maintenance schedules; Record keeping of all documentationincluding statutory inspections.

Support the assessment and management of risks associated with dependence on non-utilitysupplier distribution networks, in order to ensure all distribution networks are supplied byrecognised utilities suppliers (Municipality/ESKOM)Lead in analysis of Power Factor Correction to reduce wastage from electrical distributionnetworkSupport the inter-OD discussion around their loading profiles and providing guidance onsolutions to improve impact on efficiency of electrical networkMonitor the utilities billing and recovery against identified unavailable networks, to ensureaccurate recovery of costs incurred during period where networks were unavailableLead in identifying, quantifying and reporting on the cost factors that make up the utilities billingfrom suppliers (Municipality/ESKOM)Monitor compliance with the Electricity and Water Supply Act, by engaging with all relevantstakeholders to monitor utilities management compliance.

Support the implementation of relevant modifications to existing High Voltage electricalinfrastructure to ensure compliance with Electricity Supply ActLead the OHS Act 85 3-monthly meetings with relevant stakeholders to identify, prioritise andaddress risks to the electrical distribution networkContribute accurately to the utilities monthly reportMaintain and monitor maintenance activities to obtain a 70%/20%/10% split betweenPreventative Maintenance/Corrective Maintenance and Unplanned/Emergency Maintenance forall utilities infrastructure

Contribute in the engagements with the Project Management Office on the implementation ofstrategic utilities management projectsProvide technical input to the Project Management Office, with respect to requirements of equipmentand material to be used on utilities management projects. This will ensure alignment of projects with long-term utilities strategy initiativesMonitor Life Cycle Asset Management principles and processes, based on asset registerProvide support in change management with regards to replacement of old assets and the updating of relevant Life Cycle Asset Management principles.

Qualifications and Experience
  • NQF 6 National Diploma electrical or Mechanical Engineering
  • At least 3 - 5 years (post training) of relevant electrical/mechanical experience. (High Voltage/Electrical Distribution Networks is recommended).
  • Trade tested Artisan (Electrical) and Wireman’s license are requirements
  • Valid Driver’s license code EB.
  • Prepared to travel long distances in a variety of transport modes
