• Needs Assessment: explore issues and causes, identify barriers and related issues.
• Data Management: operate key elements of data systems under guidance.
• Stakeholder Engagement: engage stakeholders, understand needs, draft materials to promote understanding.
• Business Requirements Identification: gather requirements via interviews, workshops, and analysis.
