Core Description

Manage end-to-end Procurement process for categories/ commodities using Total Cost Ownership (TCO) model to achieve savings for the company.

Job Responsibilities


  • Engage with the business stakeholders to understand business requirements.
  • Conduct spend and market analysis and research to understand commodity trends within the organization compared to local and global trends.
  • Draft and Manage own RFX's.
  • Manage the governance processes during each RFX.
  • Negotiate best value contracts for the company using TCO models.
  • Manage medium to complex supplier relationships and contracts.
  • Create and maintain an up to date, visible and accessible repository of procurement contract information indicating vendor, contract value, goods or services for which the contract exists; as well as flags indicating upcoming contract renewal or termination.
  • Prepare and administer correspondence and contract documentation throughout the life cycle of a contract, including termination and contract closeout activities.
  • Deliver efficient and effective contract management services to the stakeholders through determining the urgency, importance, impact and resource implications.
  • Responsible for implementation and management of category/ commodity strategy.
  • Analyze the spend baseline to manage the category profile, including risk assessment and supplier relationship.
  • Manage the Buying Channel effectiveness based on reports in collaboration with cross functional sourcing teams.
  • Manage the supplier selection, identification of potential strategic partners and fact based negotiations for the category.
  • Manage the strategy implementation and sourcing execution against the established measures and controls in alignment with the overall KPI framework.
  • Manage the cross functional sourcing team and measures category practices against best-in-class benchmarks to identify value delivery initiatives.
  • Supports the management of internal customer feedback and query resolution on category and supplier performance.
  • Administers periodic surveys to measure customer feedback for continuous improvement.
  • Within the framework of the cross functional sourcing and supplier development teams, closely manages the relationship with internal Customers
  • In line with the defined procurement strategy, manages the identification, classification and categorisation of suppliers.
  • Manage Supplier relationships by establishing and maintaining rapport with all levels of supplier personnel and internal customers.
  • Manage supplier development activities.
  • Manage the BBBEE performance within the category.
  • Identifies and recommends supplier innovations and manages implementation.
  • In collaboration with the Compliance and Risk team, assesses and defines the supplier risk management plan and mitigation actions.
  • Manage contract compliance and payment terms as per Telkom policies.
  • Manage own delivery against agreed delivery plan and set timelines, identify obstacles to delivery and take appropriate action where required.
  • Closely monitors contract compliance and flags areas of non-compliance for corrective.
  • Executes high value Spot Buys where required.
  • Support the team to source high value, unplanned ad hoc demands, to keep control over high spend utilising deep sourcing/ category expertise.
  • Manage own performance and development.

  • Keep abreast of best practice procurement.

Qualifications and Experience:


  • Relevant degree/ diploma (NQF level 6) or CIPS level 5. A Bachelor's Degree in Commerce or Accounting or Law or IT or Science (NQF level 7) will be an advantage.
  • At least 5 years experience required in a Sourcing enviroment.


Special Requirements:


  • Must have a good understanding of the ICT industry, with a focus on the Telecommunications market and trends.
  • Experience in sourcing environment with large scale sourcing projects exposure.
  • An understanding of the National Development Plan (NDP), NIPC, ICT sector guides and B-BBEE codes.
  • Knowledge and experience in medium to complex negotiations, contracts management, business finance and strategic cost management.
  • Experience in building and managing long term internal and external business relationships.
  • Ability to lead and inspire his/her category team and succeed in a fast changing and highly competitive market, keeping the team focused on breakthrough procurement strategies and tactics to best leverage the procurement budget.
  • Executive presence and credibility; with a focus.
