Senior Specialist : Spectrum Assurance

Responsible for the company's spectrum strategy and supporting implementation of these strategies through short term and long term plans.

Responsible for driving technology support for spectrum execution initiatives such as ITA / Auctions and partnerships agreements for wide scale network introduction.

Key accountabilities

1. Spectrum modelling (long term forecasting of each market's spectrum requirements according to different scenarios).
2. Group spectrum strategy (Using forecast requirements, define and update as required the company's spectrum strategy specifying opportunities for optimization of existing assets through re-farming and other techniques, and defining a roadmap of new spectrum acquisition opportunities and support execution thereof).
3. Responsible for representing technology in regulatory investigations as required, providing technical consultation services relating to spectrum (e.g., evaluation of impacts from regulatory consultations and development of counter proposals, support on other generic technology regulatory issues).
4. Support markets on network introduction of viable new technologies, for example, 5G.
5. Support markets on advanced network sharing technologies, including representing technology in regulatory and legal investigations as required, providing technical consultation services relating to network sharing (e.g., writing technical briefs to provide clarity to legal counsel, aiding the formulation of a legal counsel opinion, supporting the agreement process, and lowering risks, reviewing contracts, providing technical inputs into contracts, etc.).

Core competencies, knowledge and experience

1. Mathematical & Network Modelling knowledge (in Excel & Matlab using databases).
2. Spectrum experience.
3. Technical regulation experience.
4. Access technology knowledge & experience.
5. Strategic thinking.

Must have technical / professional qualifications:

1. Grade 12 is essential.
2. A 3 year B.Sc Electrical / Electronic or Engineering Diploma is essential.
3. 5 - 8 years experience in Spectrum is essential.
4. M.Eng / M.Sc Eng in Electrical / Electronic Engineering will be advantageous but not necessary.
