Senior Project Manager: Minor Works (Post Level 7)

The purpose of the position is to lead the planning, coordination and delivery of Stellenbosch University's (SU) Minor Works Programme by managing a portfolio of refurbishment, alteration, upgrade, compliance and small capital projects from inception through commissioning and handover.
The incumbent will be responsible for delivering multiple concurrent projects within approved scope, budget, quality and programme while ensuring compliance with institutional governance, procurement requirements and statutory obligations.
The incumbent will manage a high volume of fast-paced projects requiring effective prioritisation, stakeholder engagement, programme coordination and contractor management.
The incumbent will act as the primary interface between Infrastructure Programme Management, Facilities Operations, Development Management and University clients for the delivery of minor capital and refurbishment projects.
Duties/Pligte
Minor Works Programme Leadership
- Managing internal and external resources responsible for the University's Minor Works Programme.
- Coordinating delivery of the University's annual Minor Works Programme.
- Managing a portfolio of multiple concurrent projects.
- Prioritising projects based on institutional need, operational impact and available resources.
- Supporting development of annual and multi-year Minor Works plans.
- Monitoring performance and recommending corrective actions.
Project Planning And Delivery
- Leading projects from initiation to close-out.
- Preparing project execution plans.
- Managing project scope, budget, quality and risk.
- Ensuring projects comply with the University's project governance requirements.
- Monitoring project progress and resolving delivery issues.
Stakeholder Engagement
- Consulting with stakeholders to understand project requirements.
- Managing client expectations throughout project delivery.
- Facilitating project meetings and communication.
- Resolving stakeholder concerns and competing priorities.
Consultant And Contractor Management
- Managing architects, engineers, quantity surveyors and specialist consultants.
- Coordinating contractor activities.
- Monitoring contractor performance and contractual compliance.
- Reviewing contractor deliverables.
- Facilitating project coordination meetings.
Risk, Compliance And Governance
- Maintaining project risk registers.
- Ensuring that health, safety and environmental obligations are fulfilled.
- Ensuring compliance with statutory and University governance and procurement policies.
- Supporting project audits.
Procurement And Contract Administration
- Preparing procurement documentation.
- Supporting tender evaluations and recommendations.
- Managing contracts throughout the project lifecycle.
- Administering variations and change control.
- Monitoring contractual performance.
Financial Management
- Preparing project cost estimates.
- Managing project budgets and forecasts.
- Monitoring expenditure.
- Reviewing payment certificates.
- Identifying opportunities for value engineering and cost optimisation.
- Managing project contingency expenditure.
Commissioning And Handover
- Coordinating commissioning activities.
- Managing practical completion.
- Ensuring that defects are resolved.
- Coordinating preparation of as-built documentation.
- Facilitating operational handover to Facilities Operations.
- Ensuring that lessons learnt are documented.
Reporting
- Maintaining accurate project information in Smartsheet.
- Preparing project dashboards.
- Providing monthly progress reports.
- Monitoring KPIs.
- Supporting executive reporting.
- Ensuring that project documentation is complete and current.
Job Requirements/Pos Vereistes
- Bachelor's degree/advanced diploma/national diploma in the built environment.
- Registered as a Professional Construction Project Manager (Pr CPM), or registered as a Candidate Construction Project Manager with SACPCMP.
- Seven years' extensive experience in project management in the built environment or within engineering fields.
- Knowledge and experience of how projects are managed in terms of Project Management Methodology.
- Knowledge of Project Management Principles.
- Extensive knowledge of tender procedures and reporting within a procurement framework and policy.
- Experience of financial systems.
- Extensive knowledge of Occupational Health and Safety (OHS) and construction regulations.
- A high-level knowledge of numeracy, literacy, and good written and verbal communication skills.
- Knowledge of MS Tools, including Word, Excel, PowerPoint and Projects.
- Background knowledge of collaboration tools.
- Experience in document management and electronic filing.
- Excellent planning, organisational, negotiation and time management skills.
- Good technical skills relating to project management and project delivery.
- The ability to manage and have conflict resolution skills, experience and the ability to manage conflict on an individual and team level.
