Senior Procurement and Contracting Specialist

Location: Hatfield, Pretoria

Reports to: Head of Unit: Procurement and Contracting

Deputises: (Senior) Procurement and Contracting Specialist

Role Context

Based in Pretoria at the GIZ Country Office for South Africa, Lesotho, and Eswatini, you will bring strategic clarity to multi-category procurement, ensuring alignment with GIZ global systems and processes. Your work will contribute to sustainable development goals through efficient, transparent, and high-impact contracting.

Key Responsibilities
  1. Lead operational processes and provide specialist knowledge across procurement categories (Materials & Equipment, Logistics & Events, Services / Works Contracts, Financing Arrangements, and Construction Contracts).
  2. Ensure end-to-end compliance with GIZ Processes and Rules (PuR) and HQ directives.
  3. Advise project teams and management on procurement strategy, risk, and quality standards.
  4. Maintain category oversight and act as requestor for CO contracts including Framework Agreements.
  5. Deputise for the second Senior Specialist and Head of Unit when required.
  6. Manage procurement for high-level management and leadership-initiated contracts.
  7. Oversee procedures for Financing Arrangements, Construction Works, and Services / Works contracts.
  8. Ensure SAP accuracy, contract closures, and timely reporting.
  9. Develop and quality-check specifications, ToRs, budgets, and procurement documents.
  10. Coordinate advertisement timing and tender openings.
  11. Lead the creation of SOPs for new contract types and Framework Agreements in partnership with OD.
  12. Interpret and implement new regulations, design updated templates, and support procedural clarity.
  13. Design and maintain KPIs and reporting tools for Procurement and Contracting Unit (PCU).
  14. Track progress in SAP and Common Portal, develop dashboards for collaboration and transparency.
  15. Maintain procurement knowledge systems using GIZ platforms (IDA, DMS).
  16. Manage updates to internal knowledge portals and documentation templates.
  17. Gather market intelligence and promote category-based knowledge sharing.
  18. Lead induction, onboarding, and regular training with the Head of Unit.
  19. Monitor workload distribution across the PCU and ensure even deputisation.
  20. Review monthly task allocation and health indicators for staff using SAP.
  21. Sign procurement and contract documents up to the delegated threshold.
  22. Conduct quality checks and coordinate IC readiness in collaboration with auditors.
  23. Maintain SOPs that fully support audit and internal control standards.
  24. Oversee digital and physical records in alignment with PuR filing structures.
  25. Develop and manage a Supplier Relationship Management Programme.
  26. Build a dual-access supplier database aligned with GIZ standards.
  27. Address bottlenecks in procurement cycles and recommend proactive improvements.
  28. Represent GIZ in professional forums, conferences, and networks.
  29. Align PCU operations with GIZ country strategy and corporate goals.
  30. Support sustainability practices and participate in localisation efforts.
  31. Engage in personal development through job-related training.
Qualifications and Experience
  • Bachelor of Commerce in Purchasing and Supply Chain Management or Business Administration.
  • Postgraduate qualification and/or professional body membership (CIPS, SAPICS) strongly preferred.
  • Procurement-specific training required.
  • Over 10 years of experience in a comparable senior procurement position.
  • Proven knowledge of complex procurement systems and contract categories.
  • Experience in sustainable procurement and digital systems is highly desirable.
Skills and Competencies

  • Sound understanding of procure-to-pay cycles and category management.
  • Fluency in English; German is an advantage.
