Job description

Job Purpose

To provide strategic research and policy development services to eThekwini Municipality.

Key Responsibility Areas

  1. Strategically position eThekwini Municipality as a leading policy-driven NEPAD City.
  2. Build provincial, national, and international knowledge learning networks around city development strategies and policies.
  3. Maintain intelligence on international, continental, national, provincial, and municipal policy, legislation, and regulation, as well as best practices and trends, advising the Head on their impact and appropriate policy responses.
  4. Drive the development, monitoring, and review of long-term planning initiatives (30-year, 100-year) to embed sustainability within the Council.
  5. Manage the development and annual review of the Municipality’s Integrated Development Planning (IDP) process.
  6. Provide continuous mentoring, training, and capacity building support to subordinates involved in managing the City’s strategic planning process.
  7. Establish the Unit's Strategic Research and Policy Agenda.
  8. Manage the coordination of public participation processes involving local stakeholders impacted by strategic planning projects.
  9. Coordinate and manage the compilation of data and statistical information.
  10. Represent the Unit internally to Council and externally as required.
  11. Ensure regular reporting on policy projects and activities of the Unit to the Head and management of the Council.
  12. Provide strategic management oversight of capital and operating budgets for specific strategic socio-economic and policy formulation projects.

Essential Requirements

  • Bachelor’s Degree (NQF Level 7) in Development Studies, Social Sciences, Urban Development, or a related and equivalent qualification.
  • Valid motor vehicle driving license.
  • Six years of relevant experience, including at least two years at management level.

Preferred Requirements

  • Postgraduate qualification (NQF Level 8) in Development Studies, Social Sciences, Urban Development, or a related and equivalent qualification.
  • Seven years of relevant experience in the green industry, including at least three years at management level.
