Job Description

The development of all regulations, technical standards, theoretical and practical training standards, theoretical knowledge examinations, and practical skill test standards for aircrew licenses as defined in ICAO Annex 1, including Cabin Crew Licenses.

Responsibilities include:

  1. Approval of foreign training organizations for issuing aircraft type ratings for SA license holders.
  2. Approval and oversight of Part training organizations and training curricula.
  3. Certification, approval, and oversight of flight simulation training devices; monitor ICAO compliance.
  4. Identify shortcomings and rectify through industry consultation/review.
  5. Educate industry and provide consultation services to create awareness and gather feedback.
  6. Appointment and oversight of designated flight examiners, cabin safety examiners, radio telephony examiners, and English language proficiency examiners.
  7. Oversight of flight instructors and cabin safety instructors.
  8. Manage technical and legal considerations and administration for personnel licenses in line with legal requirements and company objectives.
  9. Manage licensing system, process, and verification under the CAR.
  10. Review and investigate deviations from legal licensing requirements and advise the Director on risk mitigation.
  11. Investigate non-compliance issues and enforce company policy.
  12. Monitor and improve licensing administration processes and procedures.
  13. Approve and oversee examination centers and manage online and written examinations.
  14. Ensure effective administration of aviation examinations according to company regulations and policies.
  15. Develop policies and strategies for compliant examination processing.
  16. Develop oversight and safety promotion plans, and manage activity revenue, planning, and budgets.
  17. Define oversight scope, work schedule, and resource requirements.
  18. Liaise with industry, record problem-solving solutions, and promote standards improvement.
  19. Manage industry participation in developing examination/testing standards and oversight systems.
  20. Manage key performance areas of reporting personnel to achieve objectives.

Job Requirements

Qualifications: NQF 7 Bachelor's Degree plus ATPL or Navigator or Air Traffic Controller or Licensed Aircraft Maintenance Engineer.

Ideal Candidate: Flight Instructor (Min Grade 2) plus ATPL.

Experience:

  • Management experience: 5-7 years.
  • Relevant aviation experience in personnel licensing, flight operations, maintenance, or air traffic services: 10 years.
