Job description

Job Title: Payroll Manager

To lead, drive, and manage the development and implementation of payroll strategies and associated processes/systems, ensuring legislative compliance and accurate, timely payroll processing for BCX.

Key Responsibilities

  1. Develop Policies and Procedures: Create and maintain payroll policies, procedures, and standards aligned with legislative requirements and BCX's business strategy.
  2. System Development and Management: Drive the development and adoption of payroll systems, manage vendor relationships, and develop service level agreements to meet business needs.
  3. Payroll Processing: Oversee monthly payroll submissions, ensure confidentiality, statutory compliance (e.g., PAYE), and timely reporting to Finance.
  4. Process Oversight: Manage payroll processes including salary calculations, deductions, and payments; identify inefficiencies and implement improvements.
  5. System and Data Management: Oversee payroll system updates, verify end-of-service notifications, and ensure final settlements are processed correctly.
  6. Continuous Improvement: Lead the design and implementation of standardized payroll tools and systems updates.
  7. Data Analysis: Analyze payroll data for trends and performance, and facilitate payroll initiatives to enhance service delivery.
  8. Operations Management: Ensure payroll operations adhere to standards, procedures, and targets.
  9. Team Leadership: Provide coaching and mentorship to payroll staff to foster performance and development.
  10. Collaboration: Work with HR and Reward teams to integrate technological solutions for seamless payroll service delivery.
  11. Compliance and Audit: Liaise with internal auditors and oversee payroll tax audits to ensure SARS compliance.
  12. Budget Management: Prepare, monitor, and control payroll-related budgets.

Qualifications & Experience

  • Qualifications: NQF 6 (Degree/Diploma) in Finance, Accounting, Business, or Commerce; or NQF 4 (Grade 12). Additional advantage for NQF 8 (Honours/Postgraduate).
  • Experience: Minimum 7 years in payroll/finance/accounting, with at least 2 years in management; or 9 years if highest qualification is Grade 12.

Certifications and Memberships

  • SAP HCM
  • South African Payroll Association membership

Additional Requirements

Engagement at all levels within BCX and external stakeholders, managing a span of control of 8, with responsibilities spanning across various departments and external entities.
