Maritime Legislation Manager
The successful candidate will be responsible for:
- Planning, organizing, leading, and managing various maritime legislation requirements and implementation processes.
- Providing technical support to the Department of Transport (DoT) for drafting maritime policies, legislation, and strategies.
- Supporting SAMSA Centres, particularly the Office of the CEO, in drafting and amending maritime principal legislation, regulations, and technical standards.
- Offering commentary, legal guidance, and support on maritime legislation and policy matters.
- Advising on legislative and regulatory changes.
- Conducting research on legislative and regulatory frameworks impacting SAMSA, and making recommendations or interventions.
- Ensuring alignment of domestic maritime laws with international conventions and leveraging global best practices.
- Overseeing the processing of legislation and regulations, including parliamentary procedures.
- Conducting stakeholder consultations with internal and external parties.
- Providing support for maritime technical cooperation at national, regional, and international levels.
- Managing resources, including financial and human resources.
- Developing and managing performance compliance requirements, such as annual business plans and reports.
- Providing financial projections for budgeting and managing the allocated budget.
- Identifying risks, developing mitigation plans, and implementing risk management strategies.
- Addressing audit findings and management comments to prevent recurrence.
- Providing timely opinions and advice on maritime policy and legislation for decision-making.
- Facilitating stakeholder dialogue and establishing effective liaison and information sharing channels.
- Representing SAMSA actively in local and international maritime platforms.
- Managing the performance of direct reports in line with guidelines.
- Supporting the development and implementation of Individual Development Plans (IDPs) for staff.
- Ensuring staff effectively apply new skills to improve performance.
- Mentoring and supervising personnel within the Maritime Legislation Unit.
