Job description

Leadership and Management of Contracts Management Unit

Ensure that all contracts' purpose, scope, objectives, constraints, and risks are developed and managed effectively and efficiently in line with company strategic objectives and relevant policies and legislation.

Key Responsibilities:
  1. Manage all Commercial and Contract matters for Infrastructure Projects, including Contracts register.
  2. Develop and implement policies, procedures, and guidelines in line with the latest MFMA, PFMA, and the Client's Supply Chain Management policies.
  3. Develop and implement strategies and business plans in line with SDBIP / Infrastructure planning / PMU and ESU standards.
  4. Troubleshoot and problem-solve issues escalated from the Chief Contracts Manager and Chief Quantity Surveyor.
  5. Manage procurement processes for all CAPEX Contracts.
  6. Develop and present the Contracts Management Unit annual operations plan and budget for incorporation into the CAPEX departmental budget.
  7. Provide leadership and management in the Contracts Management Unit through proactive planning.
  8. Develop appropriate procedures (SOPs) to provide sustainable Contracts Management Services.
  9. Develop and implement control systems and processes necessary for the Contracts Management Unit's success.
  10. Develop and manage CAPEX budget control expenditure, ensuring spending is appropriate and necessary for achieving objectives.
  11. Administer the CAPEX Contracts Management Dashboard.
  12. Understand and utilize in-house MIS systems relevant to the discipline.
  13. Manage contractors and project implementation KPIs and KPAs.
  14. Be responsible for CAPEX / OPERATIONS Procurement Documents, from review of procurement documents to Bid advert to Tender Award.
Desired Experience & Qualification:
  • Degree in Quantity Surveying + registration as a professional QS with a minimum of 18 years' experience, of which 8 must be at managerial level.
  • OR LLB Degree + registration as an Arbitrator with Arbitration SA in Construction Contracts, with 18 years of relevant experience in Contract Management for Infrastructure Projects.
  • Knowledge of Supply Chain Management and related experience in MFMA / PFMA, construction, and contract law.
  • Experience in NEC / JBCC / FIDIC / GCC forms of contract is compulsory.
  • Valid driver's license.
Salary:

1,000,000 - 1,200,000 (assuming currency and formatting corrections)
