Responsibilities :
- Develop the ICT Master plan for GGDA aligned with the overall strategic objectives of the organisation.
- Align GGDA's information management (including information management systems) and information technology strategies with the organisation's strategic direction, management plans, and business processes.
- Manage the information technology function of GGDA and ensure the establishment of sound information systems management.
- Provide advice on the evaluation, selection, implementation, and maintenance of information systems, ensuring appropriate investment in strategic and operational systems. Evaluate systems to measure their success.
- Compile and manage the ICT budget.
- Maintain internal relationships with GGDA staff, including executives.
- Maintain external relationships with service providers, suppliers, and external consultants on specific projects.
- Contribute to the development of internal control policies, processes, and procedures in line with relevant legislation and best practices.
- Ensure compliance requirements are integrated into policies and manuals of GGDA where appropriate.
- Report on ICT performance in accordance with the ICT Governance Framework.
- Identify and manage ICT risks within the organisation.
- Monitor and foster a culture that supports prudent risk management.
- Develop standardized ICT processes and standards across GGDA and its subsidiaries.
- Establish effective control and coordination mechanisms for all division operations and activities, ensuring the integrity of internal controls and management information systems.
- Ensure all division operations comply with the PFMA, relevant regulations, the GGDA Code of Business Conduct and Ethics, sound business practices, and approved policies.
- Promote a high-performance corporate culture emphasizing ethical practices, integrity, accountability, and social responsibility.
- Facilitate resource availability through effective procurement processes.
- Ensure compliance with organisational and divisional reporting requirements.
Minimum Qualifications and Requirements :
- Bachelor's degree in Computer Science, Information Technology, or Systems.
- At least 6 years of experience as an ICT Manager, including a minimum of 3 years at a Senior Manager level.
- Strong knowledge of all aspects of ICT, including technologies, standards, methodologies, and best practices.
- In-depth understanding of solution design techniques.
- Knowledge of workflows, processes, and procedures.
- Familiarity with the ICT industry and emerging technologies.
- Experience with ICT Service Management issues.
- Knowledge of computer flowcharts and programming logic.
- Ability to make high-level business presentations and decisions.
- Experience in strategy development and implementation.
