Job description

Overview: Manage, maintain and implement the Occupational Health and Safety Management System in the construction industry.

Duties:

  1. Detailed knowledge of construction health and safety requirements at managerial and operational levels.
  2. Design, compile, implement and manage the health and safety management systems specific to construction projects.
  3. Mentor, coach, lead and guide Construction Health and Safety Officers.
  4. Structuring of regulating health and safety and appropriate legal framework for a construction project.
  5. Facilitating the development of an organisational risk profile.
  6. Application of the principles and concepts of human resources planning and management to the health and safety management system.
  7. Budgeting required for the implementation of the health and safety management system.
  8. Concepts and principles of interpretation and the use of occupational hygiene survey results.
  9. Health and safety documentation and document control.
  10. The evaluation of health and safety training requirements.
  11. Auditing internal, external and third party.
  12. Project health and safety reporting.
  13. Management of change.
  14. Attend and participate in tender clarification meetings.
  15. Review the documentation programme with the client's principal consultant/agent.
  16. Assist the project team with detailed information for health and safety cost estimates/budgets.
  17. Liaise, co-operate and provide necessary health and safety information to the client, principal consultant and other consultants.
  18. Manage the preparation of health and safety documentation for distribution to contractors for inclusion into their tender submissions.
  19. Facilitate the evaluation of the contractor(s) competencies, knowledge and resources to carry out the works safely.
  20. Facilitate the preparation of contract documentation related to health and safety requirements for approval and signature.
  21. Health and safety evaluations of contractors.
  22. Attend the site handover meeting and clarification of project specific requirements.
  23. Ensure necessary documentation is submitted to the relevant authorities.
  24. Attend and participate in all project meetings.
  25. Manage the process for the assessments and approval of other contractor(s) health and safety plans.
  26. Facilitate health and safety site meetings.
  27. Monitor, measure and report on health and safety system performance through facilitating compliance health and safety audits.
  28. Evaluate the levels of compliance of contractors to the project specific health and safety plan and client specifications.
  29. Manage the necessary changes to the health and safety plans.
  30. Records of health and safety operations and maintenance reports.
  31. Health and safety close-out report.

Requirements:

  1. Grade 12.
  2. Health and safety qualifications.
  3. Samtrac and relevant safety courses.
  4. MUST be SACPCMP Registered.
  5. Construction health and safety management experience.
  6. Construction project specific health and safety management systems.
  7. Health and safety performance measurement and monitoring.
  8. Relevant experience in the health and safety industry, with specific detail on construction experience.
