Job description

The purpose of this role, amongst others, is to:

  • Develop, maintain, and improve an integrated cost controls system for a mega project valued at least R10 billion, in line with TCTA's framework for project development, implementation, governance, and best practices.
  • Create an integrated project cost baseline document for approval by the TCTA Board as part of the project charter.
  • Report on project cost performance against the approved project charter budget and forecast the cost to completion.
  • Develop, maintain, and manage an integrated change and risk management system, including processes, procedures, and internal delegations, to support zero-based reportable incidents annually.
  • Establish an integrated cost control governance framework aligned with the TCTA project governance framework and ensure compliance.

Key Performance Areas:

  • Develop and maintain a governance-based integrated project cost control system.
  • Prepare monthly, quarterly, and annual forecast-based cost reports for internal and stakeholder reporting.
  • Monitor and track project risks and changes against the approved cost baseline and project charter budget commitments.
  • Manage change processes related to cost baselines and contractual commitments.
  • Contract administration and timely payment of invoices.
  • Maintain high standards of cost reporting to accurately reflect project health, changes, risks, contingencies, and allowances.
  • People management.
  • Participate in progress meetings with service providers.
  • Conduct assurances and audits.

Qualifications and Experience:

  • B Degree / B Tech in Engineering, Quantity Surveying, or BCom.
  • Minimum of 8 years' experience in Project Cost Control or Quantity Surveying.
