Job summary

A South African investment firm is seeking a skilled professional to ensure compliance within procurement processes, review irregular expenditure, and prepare National Treasury applications. The ideal candidate will have significant experience in government procurement and a degree in Supply Chain Management or Finance. Strong knowledge of relevant regulations is essential for enhancing financial controls and compliance.

Qualifications

  • 5+ years experience in government or public entity procurement and financial compliance.
  • In-depth knowledge of PFMA, PPPFA, SCM regulations, and Treasury prescripts.
  • Experience in clearing irregular expenditure and drafting condonement applications.

Job description

  • Review the client's AFS irregular expenditure register and confirm compliance with PFMA and PPPFA.
  • Assist in preparing National Treasury / Board condonement applications , including supporting documentation.
  • Ensure the SCM policy and processes are compliant and supported by a robust disclosure checklist.
  • Conduct file reviews and verify all procurement processes for completeness, compliance, and accuracy .
  • Implement corrective controls to address current irregular expenditure findings.
  • Assist in compiling the irregular spend disclosure checklist and audit-ready supporting evidence.
  • Liaise with internal and external auditors , and respond to audit queries as needed.
  • Support development and implementation of a detailed project management plan covering planning, execution, and reporting.
  • Provide resources and expertise to accelerate SCM compliance and strengthen internal controls.
  • Make recommendations to improve financial and SCM controls for future compliance.
  • Minimum Requirements :

    • National Diploma or Degree in Supply Chain Management, Finance, Auditing, or related field.
    • 5+ years experience in government or public entity procurement and financial compliance.
    • In-depth knowledge of PFMA, PPPFA , SCM regulations, and Treasury prescripts.
    • Experience in clearing irregular expenditure and drafting condonement applications .
    • Familiarity with Auditor-General processes and disclosure requirements.
    • Proven ability to review procurement files and ensure end-to-end SCM compliance.
