QUALIFICATIONS AND EXPERIENCE
- A Post Graduate qualification at Hons level (Environmental Management, Disaster Management, Fire Services, and related disciplines)
- Knowledge of government policies and legislation and related practices in Environmental Management, Disaster Management, Fire & Emergency Services
- Active registration with the relevant professional bodies
- At least 6 years’ experience in the local government sector, specifically in Environmental Management, Disaster Management, Fire Emergency Services, and related fields, with three years at managerial level
- A Valid Code 08 driver’s license and own vehicle
KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS
- Representation at IGR & other lobbying and advocacy forums: Attend and represent local government at relevant provincial IGR forums and other advocacy platforms. Develop content on relevant issues to inform SALGA’s lobbying and advocacy positions. Support the implementation of decisions and develop reports for SALGA governance structures. Understand provincial institutional structures and key players in Environmental Management, Disaster Management, and Fire Emergency Services.
- Research and Knowledge Management: Lead collection, categorization, and sharing of relevant information. Conduct benchmarking and research on municipal issues. Develop and update municipal profiles and systems. Coordinate knowledge sharing activities and contribute to SALGA portals and website.
- Support, Advice, and Capacity Building: Guide and support municipalities on relevant matters. Implement capacity building programs. Participate in provincial technical forums and monitor service provider performance.
- Programme Monitoring and Evaluation: Manage project cycles using project management methodologies. Ensure projects meet specifications and milestones. Maintain records and produce reports.
- Stakeholder Management: Build and maintain relationships with municipalities, government, NGOs, and communities. Communicate effectively and create partnership opportunities.
- Teamwork: Collaborate in a multidisciplinary team to address municipal challenges. Support organizational priorities and performance culture.
- Programme / Project Management: Implement project management disciplines, plan roll-outs, and develop terms of reference. Identify opportunities for new projects.
- Governance, Compliance, and Risk Management: Uphold governance principles, ensure policy compliance, and manage risks through developing risk registers and mitigation strategies.
