SENIOR ADMINISTRATIVE OFFICER: TENDER ADMINISTRATION AND VETTING SCM

Requirements:
- An undergraduate qualification at NQF Level 6 or 7 in Supply Chain Management/Economics/Accounting as recognized by SAQA.
- A minimum of 2 – 3 years’ experience.
- A valid driver’s license.
- COMPETENCIES: Knowledge of the Public Service Regulatory Framework, Knowledge of the department Strategy, Knowledge of the SCM and procedures, In-depth knowledge of the Public Finance Management Act, Treasury Regulations’ Financial Delegations and Risk Management, Financial management, Project management, Change Management, Conflict Management, People Management, Strategic Management.
- SKILLS: Planning and organizing, Leadership, Communication, Computer literacy, Analytical, Presentation, Report writing.
- ATTRIBUTES: Team player, Able to work independently, Professional, Confidential, Ability to work under pressure, Strategic, Decisive, Influential.
Duties:
- Assist in advertising tenders on CIDB iTender/Register of Projects, Government Tender Bulletin, or other media as required.
- Make tender documents available, collect deposits, issue receipts, and compile a register of issued documents.
- Assist in managing tender boxes, collecting and verifying tender documents, and opening tenders in line with procurement specifications.
- Publish the names of on-time tenderers on the departmental website within 10 workdays of closure.
- Assist with vetting processes: validate data, undertake physical vetting, and update supplier information.
- Review tenders for completeness, accuracy, and compliance with legal and professional requirements.
- Develop tracking and filing systems for tender records.
- Manage subordinates, including performance agreements, training, discipline, and work planning.
