Requirements :
- Grade 12 plus National Diploma (NQF Level 6)/ Degree (NQF Level 7) in Public Administration & Management/ Finance/ SCM /Logistics or relevant qualification as recognized by SAQA. 1-2 years relevant years of experience. Competencies: KNOWLEDGE: GPG and Departmental policies and procedures. In-depth knowledge of Public Service Regulatory Framework. Reporting procedures. In-depth knowledge of Division of Revenue Act, PFMA, Treasury Regulations, and Supply Chain Management Framework. Understanding of the Department’s strategic objectives. SKILLS: Supervisory, Analytical, Good Financial Management, Computer literacy; Communication (written and verbal), Good interpersonal, Planning and organising skills, Communicating information, Problem solving and conflict management, Interviewing, Listening and negotiation, Discipline. Duties :
- Receiving and open of bid documents. Provide secretariat services to the Bid Evaluation Committee and Bid Adjudication Committee. Recording of bid documents received. Keep record of statistics required on government procurement goals. Administer and ensure proper Contract Administration process. Administer the Implementation of outsourced and transversal services contracts. Implement outsourced and transversal services tenders. Conduct supplier performance assessment according to the contract and service level agreement. Capture all open purchase orders. Receive and quality assure requisitions for goods and services. Facilitate the placement of orders for goods and services. Record purchase orders awaiting delivery. Keep an updated register of all purchase orders and report monthly. Place purchase order with the appointed service providers. Receive invoices and facilitate payments. Compile and record all documentation. Maintain relationships with suppliers and partners in line with the core values. Compile a database of approved suppliers. Assess the performance. Compilation of various reports and statistics. Administer leave.
