Job description

Grade: Paterson Grade C3

Reporting To: SCM Compliance and Performance Manager

Job Purpose:

To co-ordinate and conduct compliance assessments on all Request for Quotations (RFQs), Request for Proposals (RFPs), as well as Call for Proposals (CFPs) received by DTPC by applying principles embedded in the SCM Legislation.

Key Performance Areas:

Compliance Assessments for RFQ, RFP and CFP Processes

  • Customize and prepare the compliance template for all for Request for Quotations (RFQ), Request for Proposals (RFP) and Call for Proposals (CFP).
  • Inspect the procurement documentation received from bidders for quotes and bids to ensure they adhere to all compliance requirements.
  • Diligently scrutinize documents to identify fraudulent documentation.
  • Understand the regulations for each industry when auditing/checking for compliance.
  • Compare documents to Bid Adjudication Committee (BAC) principles and test adherence to the approved principles.
  • Conduct the compliance assessment for each bidder and all subcontractors/joint venture partners, etc.
  • Record all rates received from bidder.
  • Draft clarification letters for review by the compliance officer for all submitted bids and quotations.
  • Capture final compliance before award.
  • Re-calculate to identify any error or omission on the pricing.
  • Prepare communication to the bidders to advise of the discrepancies in the pricing.
  • Re-compute the point calculation for technical evaluation and price point’s calculations as per the final evaluation report.
  • Update the final compliance checklist for all RFP, RFQ and CFP before final award can be made.
  • Assess the final status of the Central Supplier Database (CSD), Construction Industry Development Board (CIDB), Department of Labour and South African Revenue Services (SARS) and print all evidence to support the award.
  • Forward a copy of the approved concluding report as well as the original bid document to contracts management once approved by CEO.
  • Verify validity and registration on various regulatory bodies (external stakeholders) and printout the evidence.
  • Assist with queries from bidders and follow up on responses to clarification letters.
  • Capture financial statement information for the Request for Proposal (RFP).

Tender Closing Process and Price Verification

  • Review and record the tender/quotation/ lease/ disposal closing date.
  • Attend and participate in bid closing activities.
  • Read out the tender pricing for bidders/ tenants.
  • Record all tender prices and circulate the copy of tender opening.
  • Publish the tender opening results on Dube TradePort website, social media, e-tender portal and other media.
  • Capture the detailed pricing schedule from bidders and tenants at closing.

Compilation of Audit Evidence for all Compliance Assessments

  • Prepare submission registers and closing registers of all RFPs and RFQs.
  • Create the RFP file and hand over to the acquisition section for updating.
  • Conduct final audit (audit readiness reviews) of the RFQ & RFP files / pack in order to ensure that all documents (i.e. minutes, ATP screenshot, attendance registers etc.) are on the correspondence file.
  • Store all RFQs, RFP’s and CFPs documents in the DTPC filing room and coordinate with information section to facilitate off-site storage for files older than a year

Qualifications, Experience, Knowledge and Competencies:

  • National Diploma in Auditing.
  • Bachelor's Degree in Auditing or an Advanced Diploma will be an advantage.
  • 3 years auditing experience, either internal or external.
  • Registered with the Institute of Internal Auditors will be beneficial.
  • Knowledge and understanding of Public Finance Management Act (PFMA), Preferential Procurement Policy Framework Act (PPPFA), Treasury Regulations, Broad Based Black Economic Empowerment (BBBEE) legislation, and Construction Industry Development Board (CIDB) and other legislation and requirements.
  • Computer Literacy (MS Office: Word, PowerPoint, Excel)

Remuneration and Benefits:

  • Minimum of R424,700 to Maximum of R594,600 Total Cost to Company, inclusive of:

+ R840 Medical Allowance per month

+ Company Contribution to Provident Fund and Approved Risk Benefit

  • Non-guaranteed performance bonus.
  • 20 Working days leave per annum.
