Job summary

Independent Communications Authority of SA is seeking a Researcher: Access to ICT Services to conduct research on regulatory policies related to ICT access and to assist the Manager in developing regulatory agendas for ICT, content and postal services. The role supports ICASA's mandate and underpinning legislation.

The successful candidate will report to the Manager: Access to ICT Services and engage with stakeholders, draft regulations, and present consultative policy documents.

Qualifications

• Undergraduate Degree (NQF 7 or 8) in relevant fields such as Social Science, Broadcasting, Journalism, Developmental Economics or Law
• A minimum of 2 years of professional experience conducting research in the social sciences, law, broadcasting or postal policy
• Ability to engage with stakeholders at all levels.

Responsibilities

• Conduct research into socio-economic issues relating to access to ICT and Postal services.
• Conduct Regulatory Impact Assessment.
• Keep abreast with developments in the regulation of ICT services.
• Conduct workshops and make presentations to stakeholders as required.
• Analyze written and oral submissions.
• Compile and write consultative and policy documents.
• Draft regulations.
• Present to stakeholders on ICT and Postal services issues.
