Job description

Responsibilities
  • Assist in project planning, execution, and monitoring to ensure timely and quality delivery.
  • Provide technical oversight and quality assurance of project deliverables.
  • Support procurement processes, contractor management, and compliance with contractual obligations.
  • Identify technical challenges and recommend solutions.
Municipal Technical Capacity Augmentation
  • Conduct skills assessments and identify capacity gaps within the municipal technical teams.
  • Recommend training, coaching, and mentorship programs for municipal officials.
  • Facilitate knowledge exchange between municipalities and stakeholders.
Monitoring, Evaluation, and Reporting
  • Establish a monitoring and evaluation framework to track project progress and impact.
  • Provide periodic progress reports, highlighting achievements, challenges, and recommendations.
Deliverables
  • Inception Report: Outlining work plan, methodology, and engagement strategy.
  • Capacity Assessment Report: Identifying municipal skills gaps and training needs.
  • Project Progress Reports: Detailing implementation status, challenges, and recommendations.
  • Technical Support Reports: Covering interventions, technical advice provided, and outcomes.
  • Final Report: Summarising achievements, recommendations, lessons learned, and sustainability measures.
Requirements
  • Bachelor's Degree (NQF Level 7) or higher in Project Management, Civil Engineering, Construction Management, Development Studies, Public Administration.
  • Professional registration required in one of the following areas:
    • Registered Professional Engineer (Pr Eng)
    • Management Professional (PMP)
    • Professional Construction Project Manager (PrCPM)
    • Professional Engineering Technologist (Pr Tech Eng)
    • Professional Construction Manager (PrCM)
  • A minimum of 15 years of experience in Project Management, Construction Engineering, technical assessments, or capacity building.
  • Deployment for a period of two months, with possibility of extension.
  • Technical experts required to be available on-site at least 3 days a week and provide remote support as needed.
  • Commitment to providing ongoing support and guidance throughout project lifecycle.
