Job description

The Project Management Specialist will provide analytical and operational support for the implementation of the Lead Africa Project. They will work under the supervision of the Inclusive Growth and SDG Finance Adviser and in close collaboration with Operations.

Responsibilities:
  1. Ensure that the Annual Work Plan (AWP), along with associated budget, HR, procurement, and overall implementation plans, are developed by relevant technical experts in alignment with project goals.
  2. Provide quality and timely management of the entire project life cycle, ensuring the delivery of programmatic and financial outputs in accordance with the approved project documents.
  3. Ensure all implementations adhere to applicable UNDP policies, programme and project management rules and procedures, as well as relevant government standards and regulations.
  4. Serve as a senior advisor on issues related to project activities, offering strategic guidance and technical insight where needed.
  5. Ensure the effective application of Results-Based Management (RBM) principles throughout the project planning and implementation processes, including resource planning, budget allocation, and overall resource management.
  6. Provide strategic direction, guidance, and supervision to all UNDP project personnel, including consultants, responsible parties, and technical experts, to ensure timely and efficient implementation of activities.
  7. Conduct technical reviews of all project documents prepared by the project team and implementing partners, ensuring they meet high-quality technical standards.
  8. Establish mechanisms to ensure compliance with all relevant UNDP policies and frameworks, including HACT, SES, PPM, IATI, PQA, and ensure their implementation via Quantum and Quantum+ platforms.
  9. Ensure gender equality and mainstreaming are integrated into all project interventions, as permitted by the local context.
  10. Conduct regular progress reporting to the Project Board and recommend corrective actions for emerging challenges.
  11. Oversee all administrative and operational tasks related to project implementation, maintaining coordination with the UNDP Country Office units.
  12. Identify opportunities for synergies with other UNDP projects and partners to strengthen impact and scale project objectives.
  13. Manage the project life cycle effectively, meeting programmatic and financial deliverables in compliance with regulations, rules, policies, and procedures.
  14. Perform technical reviews of project documents produced by the team and partners, ensuring high standards.
  15. Establish mechanisms for project compliance with UNDP policies, including the use of Quantum and Quantum+ platforms.
  16. Report regularly to the project board, addressing challenges and opportunities.
  17. Implement all activities in full compliance with UNDP policies, regulations, and relevant government standards.
  18. Provide strategic guidance as a senior advisor on project implementation matters.
Education:

Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or related fields is required. A first-level university degree with additional experience may be considered in lieu of a master's degree.

Work Experience:

A minimum of 5 years (with Master's degree) or 7 years (with Bachelor's degree) of progressively responsible experience in project and programme management, including project formulation and partnership management at the national or international level.

Languages:

Fluency in English is required.
