Job summary

A unique opportunity exists for a seasoned Professional Engineer (ECSA registered) focused on developing a national Water Reuse Programme. Qualifications

  • 10+ years’ experience in water reuse (EPC & O&M).

Job description

A unique opportunity exists for a seasoned Professional Engineer (ECSA registered) with strong infrastructure finance experience to lead the development of a national Water Reuse (WR) Programme focused on municipal projects.



In this high-impact role, you will:

  • Establish and manage a national programme of bankable WR infrastructure projects across municipalities.

  • Lead strategic programme design, budgeting, resource allocation, and implementation planning.

  • Manage a portfolio of complex, multi-stakeholder projects through their full lifecycle – from origination, preparation and financing, to implementation.

  • Engage national stakeholders, funding institutions, and delivery partners to unlock technical and financial support.

  • Develop toolkits and frameworks that set national best practices in water reuse infrastructure development.

  • Procure and manage service providers and performance-based contractors.



Minimum Requirements:

  • Bachelor’s degree in Civil Engineering (or related)

  • ECSA registration as a Professional Engineer

  • 10+ years’ experience in water reuse (EPC & O&M)

  • 5+ years in a leadership or programme management role

  • Deep understanding of project preparation, infrastructure finance, PPPs, and municipal systems

  • Strong track record of working with high-level government and regulatory stakeholders



Preferred:

  • Project/Programme Management certification

  • Experience in energy recovery or resource recovery projects (sludge/biogas)
