A unique opportunity exists for a seasoned Professional Engineer (ECSA registered) with strong infrastructure finance experience to lead the development of a national Water Reuse (WR) Programme focused on municipal projects.
In this high-impact role, you will:
- Establish and manage a national programme of bankable WR infrastructure projects across municipalities.
- Lead strategic programme design, budgeting, resource allocation, and implementation planning.
- Manage a portfolio of complex, multi-stakeholder projects through their full lifecycle – from origination, preparation and financing, to implementation.
- Engage national stakeholders, funding institutions, and delivery partners to unlock technical and financial support.
- Develop toolkits and frameworks that set national best practices in water reuse infrastructure development.
- Procure and manage service providers and performance-based contractors.
Minimum Requirements:
- Bachelor’s degree in Civil Engineering (or related)
- ECSA registration as a Professional Engineer
- 10+ years’ experience in water reuse (EPC & O&M)
- 5+ years in a leadership or programme management role
- Deep understanding of project preparation, infrastructure finance, PPPs, and municipal systems
- Strong track record of working with high-level government and regulatory stakeholders
Preferred:
- Project/Programme Management certification
- Experience in energy recovery or resource recovery projects (sludge/biogas)
