JOB TITLE

Professional Quantity Surveyor

OVERVIEW OF POSITION

The Quantity Surveyor will be responsible for the following:

  • Taking full responsibility for all 6 stages of the QS services to our clients. These include, but not limited to, the following:
  • Elemental estimates;
  • Advising clients on economical viable options concerning building systems, materials, etc.
  • Setting up of contract documentation including bills of quantities;
  • Contract administration, payment certificates, measurement on site; and
  • Final account reconciliation and contractor negotiations.

Delta BEC requires its quantity surveyors to proactively participate in the scoping and integration of projects, and to ensure that projects meet clients’ expectations in terms of cost and quality. The position therefore requires an experienced individual that understands all aspects of the built environment and can work independently on projects with minimum oversight.

DUTIES AND RESPONSIBILITIES

To fulfil the role of Professional Quantity Surveyor, the candidate must manage project activities to deliver specified scope within fee budget, to an acceptable quality and on time. The duties of the Professional Quantity Surveyor will entail the following:

  • Managing costs on a wide variety of new and existing building projects and structures, such as residential developments, sports stadiums, roads and bridges, schools, hospitals, offices, factories and commercial properties.
  • Undertaking costs analysis for repair and maintenance project work.
  • Maintaining awareness of the different building contracts in current use.
  • Understanding the implications of health and safety regulations.
  • Assisting in establishing a client's requirements and undertaking feasibility studies.
  • Performing risk and value management, cost control and value engineering.
  • Advising on procurement strategy, contract documentation and financial control.
  • Preparing tender and contract documents, including bills of quantities, returnable schedules and Preliminaries & General.
  • Identifying, analysing and developing responses to commercial risks.
  • Preparing and analysing costing for tenders, tender evaluation, tender adjudication and appointment of contractors and/or sub-contractors.
  • Providing advice on contractual claims, variation orders, site instructions and escalation
  • Analysing outcomes and writing detailed inception-, progress-, preliminary design-, final design reports.
  • Valuing completed work and arranging payments.
  • Assisting the Bids Department with calculating professional fees and write-ups to be used for tender purposes for future QS work.
  • Calculation of escalation, penalties, monthly payment valuations and the reconciliation of the final account and close out report.
  • Preparation of monthly cost report / financial reports on projects including project cashflows.
  • Targeted procurement including training and monitoring.
  • Comply with Delta BEC Standards, Methodology and Procedures.

EXPERIENCE REQUIRED

The successful applicants should have:

  • Experience in Government Contracts and knowledge of the PFMA, JBCC, NEC, FIDIC, GCC and COLTO Conditions of Contracts;
  • Schools, Clinics, Hospitals, Renovation and Upgrade projects, Transport Taxi Ranks, Libraries, Shopping Centres, Office blocks and Housing developments;
  • Projects costs between R50mil – R1Bil;
  • Minimum 2+ years - Post Professional Registration

QUALIFICATION

  • BSc Quantity Surveying
  • BSc (Hons) Quantity Surveying
  • Professionally Registered with the Council of South African Quantity Surveyors

SKILLS

  • A working knowledge of typical construction contracts (JBCC, FIDIC, NEC, GCC)
  • MS Office literacy
  • Thorough understanding of the project life cycle
