A financial services company in Gauteng is looking for a Procurement Specialist to manage procurement strategies, engage with stakeholders, and ensure budget compliance. Candidates should have at least 5 years of experience in sourcing and procurement, along with a relevant qualification. To provide professional support in the implementation of a cost-effective procurement sourcing strategy and in the execution of category management, strategic sourcing, contracting and supplier management activities across various categories in the JSE towards achievement of JSE financial objectives.
Results Delivery
· Provide input into the formalisation of the Finance divisional budget by providing the budget for enhancements of the procurement system.
· Apply cost effectiveness principles in planning and delivery to contribute to achievement of divisional financial targets.
· Manage allocated expense budget by tracking costs (Approximate value of budget R250K).
· Ensure policies and procedures are in place to obtain goods and services that are fit for purpose and provide maximum total value and quality to JSE at lowest cost of ownership by means of transactions that are unbiased, transparent and in the best interest of JSE.
· Analyse and work with business to identify strategies to reduce costs through renegotiation on existing contracts and leveraging purchasing opportunities without compromising the business requirement.
· Submit quarterly reports on spend analysis to buyers in relevant divisions.
· Meet project deadlines of each Business Unit as agreed.
· Ensure adherence to relevant JSE policies and procedures through the implementation of controls and procedures as well as adherence to general JSE policies.
· Provide specialist input by creating formal structure for procurement governance with supplier business owners.
Stakeholder Relationship Management
· Build strategic JSE / Industry/ Global network of thought leaders and relationships utilising social media, attending and presenting at conferences and training interventions.
· Communicate effectively with all levels of the organisation, external business partners and vendors to build and maintain stakeholder relationships.
· Build and maintain relationships with internal business units to advise on sourcing options, expenditure trends and strategies to ensure the best solutions have been received from suppliers.
· Manage supplier relationships together with relevant divisions to ensure collaboration throughout the procurement process.
· Collaborate with relevant parties to support the BBBEE audit to maximise the elements of the scorecard from the procurement perspective.
· Partner with JSE contracting function and JSE Legal to ensure agreements are appropriate.
Process Management
· Manage own delivery against procurement delivery plan and set timelines, identify obstacles to delivery and take appropriate action where required
· Oversee end to end procurement system (AccPac, ERP (Enterprise Resource Planning) to facilitate efficient use by system users
· Ensure timely renewal/payment of agreements, licences and or maintenance fees according to contracts are in place
· Conduct quality assurance to ensure appropriate procurement process is followed and maintained through approval limits and workflows
· Drive all supplier due diligence required to ensure BBBEE procurement objectives are met or exceeded
· Track BBBEE scorecard by selecting appropriate vendors and checking their credentials
· Provide support of the Procurement System to JSE end users by communicating any changes to Enterprise Resource Planning (ERP) system as required.
· Oversee the Enterprise Resource Planning system (ERP) by putting controls in place to ensure appropriate supplier selection.
· Provide information of costs, quotes to each JSE business unit for formalisation of each division’s budgets.
· Facilitate internal project teams through the vendor evaluation and selection process by leading competitive bid processes including RFPs, RFIs and RFQs (Requests for proposal, information, quotes)
· Shortlist suppliers once quotes and proposals have been received.
· Participate in and administer negotiations, and advise on negotiation strategies to finalise deals
· Ensure completion of contracting process and resolve disputes if necessary.
· Make decision on and approve sourcing transactions for smaller requirements within approval limit up to R100k.
· Participate in the decision-making process for larger transactions by making recommendations
· Analyse procurement information by working with stakeholders to ensure appropriate pricing
· Participate in contract negotiations and contract reviews to ensure consistency in supplier engagement rules and optimal value and protection of JSE interests
· Manage the operational requirements in terms of service level agreements as per the contractual obligations of suppliers and escalate to business owner and/or management meetings if there are any issues or contraventions.
· Ensure controls are in place to ensure selection process of vendors is unbiased and adheres to BBBEE requirements.
· Ensure purchase orders are processed appropriately so that correct procedures are followed, and deliveries will be on time.
· Develop and maintain vendor information in the VRM system so that all vendor information is current.
· Conduct industry and supply market research analytics using the Gartner Quadrant research reports as required to ensure best practices in procurement are used.
· Support BBBEE audit by capturing information on vendor relationship management system (VRM) and report as requested.
· Maintain the vendor list using the VRM system so that all details of vendor are up to date.

· Analyse, research, develop and implement improvement/innovative ideas and value adding solutions contributing to procurement processes at the JSE.
· Identify and drive process improvements, controls and procedures in relation to the procurement process.
· Work with head of procurement to drive procurement philosophy and policy formulation to keep up with changes.
· Diploma in procurement or supply management or relevant Bcom degree
· 5 years’ experience in sourcing and procurement
