Job description

RPO's client is actively seeking a skilled Civil Construction Procurement Manager to join their team in Blackheath, Cape Town. This is an exciting opportunity for a dedicated professional to manage the procurement department's supply chain, ensuring the timely delivery of materials, equipment, and services within budget and to quality standards.

Responsibilities:

  • Overall management of the Procurement Department's supply chain strategy and procurement clerks, including sourcing, purchasing, and timely delivery of correct materials, equipment, and services at the right price, and within budget, while adhering to project timelines and quality standards.
  • Collaborate with managers, site agents, foremen, and finance to determine procurement needs, and develop strategies aligned with project requirements, timelines, and budgets.
  • Review technical specifications to ensure material compliance, oversee stores, and reconcile Build Smart stock.
  • Understand market trends, supplier capabilities, and industry regulations to make informed purchasing decisions and negotiate favourable terms.
  • Manage vendor, supplier, and subcontractor relationships, including issuing, reviewing, and managing contracts, ensuring legal and regulatory compliance, negotiating pricing and terms, and mitigating contract risks.
  • Analyze costs, monitor accounts, and identify opportunities for cost savings and value optimization through strategic sourcing without compromising quality.
  • Oversee and maintain procurement records, purchase orders, invoices, delivery receipts, and support audits by providing complete and accurate documentation.
  • Supervise procurement officers, clerks, buyers, and logistics personnel, provide training and mentorship, and coordinate with other departments to align procurement processes.
  • Possess strong communication skills to liaise with internal stakeholders, project managers, and external suppliers.

Requirements:

  • Bachelor's degree in civil engineering, Quantity Surveying, Construction Management, Supply Chain Management, or a related field.
  • Minimum 3 years of experience in procurement management in the civil construction sector, with proven experience managing a procurement team for construction projects.
  • Strong background in construction materials and principles (civil engineering beneficial), supply chain management, and familiarity with procurement and ERP software (e.g., Build Smart, MS Projects or similar).
  • Proficient in Contracts Management, Business Ethics, B-BBEE Compliance knowledge, and Microsoft Office.
  • Excellent communication and interpersonal skills, strong analytical and problem-solving abilities, and a high level of integrity, organisation skills and attention to detail.
  • Adaptability and Resilience to changing project requirements, market conditions, and unforeseen challenges inherent in the dynamic construction industry.
  • Demonstrated leadership and team management capabilities.
  • Permanent, office-based contract with infrequent travel to supplier locations and/or construction sites.
Competitive salary based on experience
  • Inclusive of gross remuneration: Car Allowance, Pension Fund (10%) Contribution (Employer 5% and Employee 5%), Cell phone allowance, and a 13th cheque in birthday month.
