The management of the contracted Maintenance, Security, and Cleaning service providers, through their site supervisors, to ensure the delivery of service within agreed budgets. The maintenance and monitoring of procedures and records relating to the Centre’s fabric, mechanical and electrical maintenance. The maintenance and implementation of the Centre’s ‘Planned Preventative Maintenance’ schedule. To ensure all Health, Safety and Environmental statutory obligations and industry best practice procedures and systems are adhered to. To assist in the preparation and maintenance of the Operational R& M budget and capital expenditure budgets.
Responsible for the planning, development, and implementation of Centre Operations
- To oversee the Centre’s service providers and third party contractors
- To ensure that all plant and machinery is being effectively and efficiently maintained by third party contractors in accordance with the maintenance schedules and that all records are accurately maintained
- To assist in the compilation and maintenance of the Centre’s ‘Asset register’
- To assist in the maintenance of the Centre’s emergency planning and business continuity plan, reviewing and updating as necessary to ensure optimum effectiveness
- To maintain the Centre’s ‘Shop Fitting Guide/Tenant Criteria Document’ and to assist Leasing department in monitoring tenant store fitouts
- To ensure that all Centre’s accident and incident are reported and documented, including insurance and statutory forms and procedures are correctly completed and adhered to
- To ensure that utility (Energy/waters) consumption and costs are effectively and efficiently managed
- To ensure that all the building’s Insurer’s requirements are complied with
- To prepare and deliver monthly operational, capital expenditure & sustainability and reports as required
- Any other duties reasonably requested by the Centre Manager.
Assumes responsibility for the effective operations management of the Centre and facilities
- Liaises with tenants with regards to operational problems
- Responds to emergency call outs.
o Day to day running and control of Tenant complaints with regards to Security, HVAC, Cleaning, Electrical, Plumbing etc.
- Timeously respond and follow up on tenants & customer complaints
- Compiles operational budgets and control R & M expenditure
- Authorises invoices for payments
- Compiles and Issues tender documents for operational and capital expenditure projects
- Calculates operational costs for charge out to the tenants ensure recoveries where appropriate
- Conducts periodic inspections of facilities, assesses problems and needs, and implements improvements in operations as appropriate
- Coordinates maintenance activities. Ensures that the Centre is clean, well maintained, and in good state of repairs. Directs preventive maintenance procedures as appropriate
- Ensures that Centre operations are in compliance with established procedures, policies, building regulations and codes
- Ensures compliance with legal regulations. Completes regular OSH inspections and updates monthly reports as appropriate. Ensures that OSHA requirements are effectively implemented
- To ensure that the Centre’s health, safety and environmental compliance records are accurately maintained
- Assist the Centre Manager in overseeing all aspects of Centre’s health safety and environmental policies and procedures including the induction of new occupiers and their contractors
- Ensure that all visitors, contractors and occupiers adhere to site health, safety and environmental procedures and are compliant with appropriate regulations
- Periodically review the performance of contractors to ensure all standards are being met, reporting on any short comings
- Conduct building inspections on regular intervals.
Assumes responsibility for the security of all the Centre facilities. Conducts scheduled inspections of security systems and implements improvements as necessary
- Identifies security threats and develop action plans for the prevention of incidents
- Establishes and maintains security systems for the Centre and tenants
- Monitors shops and businesses and react on emergency calls
- Establishes and maintain security information network. Liaises with SAPS and local authorities
- Plans the manning of the Centre and manage guards on duty
- Determines the needs for security systems and equipment
- Communicates with tenants regarding security Issues and systems
- Creates security awareness amongst staff, tenants and shoppers
Responsible for ensuring the efficient and cost effective administration of Centre operations
- Assists with financial forecasting duties, and generates and updates schedules for building expenditures
- Ensures that facilities operations are cost effective, efficient, and within established budget constraints
- Oversees the procurement of furnishings and equipment in accordance with budget planning
- Researches vendors, contractors, and suppliers to ensure that equipment and services are of acceptable quality, competitively priced, and delivered on time
- Ensures that all maintenance agreements are current and have SLA in place
- Ensures that Utility billing discrepancies are promptly tracked and resolved.
Responsible for ensuring professional business relations with vendors, contractors, and trade professionals
- Develop and maintain productive and professional business relationship with vendors, suppliers, contractors, etc
- Acts as a liaison between the Company and all external vendors/contractors and professionals
- Ensures effective coordination of external services within the Centre’s operations
- Obtains and conveys information as appropriate to Centre Management
- Promotes goodwill and a positive image of the Company.
Responsible for effective supervision of Centre personnel, ensuring optimal performance
- Provides leadership to assigned personnel through effective objective setting, delegation, and communication. Conducts regular meetings to ensure that personnel are well informed of changes in policies and procedures. Discusses areas needing improvement
- Assigns and coordinates personnel. Directs daily operations
- Identifies, develops, and implements training programs as appropriate
- Conducts performance appraisals. Provides measurable feedback to assigned personnel and suggestions for improved performance. Formulates and implements employee corrective actions as needed
- Ensures that staffing levels are appropriate. Interviews, hires, and assigns personnel as necessary.
Tenant Co-ordination
- To control, facilitate and co-ordinate all services to tenants, to co-ordinate suppliers and their required services. Maintain service contracts, policies, procedures, reports and other administrative functions
- Regular operations meetings
o To ensure that all the contractors on site attend the
meetings daily.
o Inputs relevant information to management packs.
- Implementation of effective operations management policies, procedures and planning
o Develop short and long term goals and plans.
o Long term budget projections
o Execute established operational goals and ensure that corporate wide plans are complimented and supported.
o Assist in developing policies and procedures for centre operations.
o Conduct periodic reviews of existing policies and procedures.
o Determine landlord versus tenant obligation.
o Negotiate renewal of service contracts.
Qualifications and Experience
- Any recognised tertiary qualification, preferably related to facilities management or technical engineering qualifications.
- 5 or more years of related experience, with at least two or more years of supervisory experience.
