Job description

Role Purpose

The National Operations Specialist supports the National Operations Manager in overseeing the execution of operational, capital expenditure and maintenance initiatives across the property portfolio.
The role is responsible for ensuring that approved plans, budgets, operational standards and compliance requirements are consistently implemented at site level. The Specialist works alongside site-based Operations Managers, providing technical and execution support without replacing their day-to-day operational accountability.
The role also provides technical oversight of CAPEX project milestones, monitors operational and compliance performance, consolidates portfolio-level reporting and develops the technical, financial and operational exposure required for future portfolio-level leadership.

Key Responsibilities

CAPEX & Project Execution Oversight

  • Monitor approved CAPEX and major maintenance projects against budget, scope, programme and quality requirements.
  • Conduct site verification and provide technical sign-off on CAPEX project milestones, including design compliance, quality of workmanship and practical completion.
  • Verify projects prior to certification for payment.
  • Consolidate CAPEX spend tracking across the portfolio.
  • Maintain an accurate national CAPEX execution schedule.
  • Provide execution-level input into asset lifecycle planning through site condition assessments and completed project data.
  • Coordinate with Operations Managers, contractors and appointed professionals on project execution.
  • Identify and escalate material project variances, risks and delivery challenges.

Operational Execution & Standardisation

  • Roll out and monitor adherence to national operational standards, SOPs and templates across precincts.
  • Provide hands‑on execution support to Operations Managers implementing operational and CAPEX initiatives.
  • Identify inconsistencies, inefficiencies and gaps in operational execution and recommend corrective action.
  • Project manage ad‑hoc portfolio-level execution initiatives as directed by the National Operations Manager.

Reporting & Portfolio Insights

  • Consolidate precinct‑level information into standardised national reporting.
  • Report on CAPEX progress, compliance, building performance and equipment performance.
  • Monitor operational systems and dashboards, including relevant building management and CAPEX tracking platforms, to ensure data integrity.
  • Provide accurate and timely execution‑level reporting and insights.
  • Identify early warning indicators, risks and variances and escape these to the National Operations Manager.

Risk, Compliance & Governance

  • Conduct regular site inspections to assess internal compliance and operational performance.
  • Execute the portfolio's risk and compliance monitoring programme at site level.
  • Track remediation of audit findings relating to the OHS Act, SANS requirements, National Building Regulations and insurance risks.
  • Monitor progress towards the resolution of compliance issues.
  • Verify site‑level compliance with approved policies, procedures and operational standards.
  • Escalate non‑compliance and material risks appropriately.

Service Provider & Contractor Management

  • Monitor service provider and contractor performance against agreed SLAs and execution KPIs.
  • Verify on‑site performance and identify deviations from agreed standards and contractual requirements.
  • Escalate contractor and service provider underperformance to the National Operations Manager for appropriate contractual action.
  • Support effective coordination between Operations Managers, contractors and professional teams.

Portfolio Development & Succession

  • Gain structured exposure to strategic planning, budgeting and stakeholder management.
  • Participate in cross‑precinct projects to develop broad asset and portfolio knowledge.
  • Undertake structured rotations or shadowing across precincts as part of an individual development plan.
  • Build the technical, financial and operational capability required for future portfolio‑level roles.

  • Identify personal training and development needs and proactively address development gaps.
  • Develop and implement a personal development plan.
  • Participate in relevant training and development initiatives.

Role Requirements
  • Technical Diploma in Mechanical or Electrical Engineering, or an equivalent Facilities Management qualification.
  • OHS / SAMTRAC qualification will be advantageous.
  • 3–5 years' experience within a Facilities Management or Property Operations environment.
  • Proven exposure to CAPEX project execution and building technical systems.
  • Experience in multi‑site operations and building/technical systems.
  • Experience monitoring CAPEX and project execution, including site‑level quality verification.
  • Knowledge of health and safety, compliance and audit processes.
  • Experience with operational reporting, data consolidation and dashboards/systems management.
  • Strong Facilities Management knowledge.
  • Project Management experience.
  • Knowledge of building maintenance and technical infrastructure.
  • Understanding of legal risk and compliance requirements.
