Job description

Overview

The Reaching Impact, Saturation, and Epidemic Control (RISE) project is a multi-year global project funded by the United States Agency for International Development (USAID) working with countries to achieve a shared vision of attaining and maintaining epidemic control, with stronger local partners capable of managing and achieving results through sustainable, self-reliant, and resilient health systems. RISE will support the National Institute for Communicable Diseases (NICD) in improving the quality of the disease surveillance in South Africa. Furthermore, RISE will support the NICD to enhance resources for healthcare workers’ outbreak responses by developing online refresher training on Indicator Based Surveillance (IBS) that strengthens the detection of priority diseases/threats, monitoring threats, analysis, and reporting. To implement these activities, RISE is engaging an eLearning Media Consultant for Surveillance Course Development to work with its partners in South Africa.

Responsibilities

Storyboarding

  • Engagement with the project team and Subject Matter Experts(SMEs) to prepare a storyboard.
  • Finalize storyboard with SMEs, up to two rounds of review and revision.
  • Project management and planning meetings, including planning, execution, and follow-up meetings with additional planning between sessions.

eLearning content built

  • Build out module content
  • Incorporate Continuing Professional Development (CPD) accreditation for the developed online courses
  • Creation of custom animations, graphics
  • Manage two rounds of revision with 2 or fewer assigned SMEs
  • Quality Assurance testing for the function
  • Ensure courses are learner-centered, relevant, and responsive to the needs of HCWs supporting immunization and surveillance in SA.
  • Final source files and technical documents for all course components and published assets provided to Jhpiego

Key Milestones

  • Courses developed to enable future updates and adaptations
  • Needs analysis for eLearning course content
  • Documented course structure, design and layout, which is user-friendly with interactive elements.
  • First drafts of the eLearning modules compatible with the Learning Management System (LMS)
  • Learning objectives, module overviews, and course structures aligned with national guidelines
  • Embedded assessments (e.g., quizzes, knowledge checks, and evaluations) to support learner engagement and measure knowledge acquisition.
  • Pilot testing and incorporation of revisions
  • Final eLearning support materials (including job aids, quick-reference guides), which are accessible and published on the NDOH Knowledge Hub.
  • Final delivery of courses reviewed, approved, and published by the end of the consultancy period.
Required Qualifications
  • Bachelors degree in computer science/information systems or relevant qualification
  • 3+ years of experience in e-learning development with a strong portfolio showcasing a range of learning solutions.
  • Experience with animation, infographics, or graphic design tools.
  • Proficiency in authoring tools such as Captivate.
  • Understanding of instructional design principles and adult learning theory.
  • Experience working within LMS.
  • Strong attention to detail, visual design, and instructional design sensibilities.
  • Ability to work independently, manage multiple projects, and meet tight deadlines with minimal oversight.
