Job description

JOB PURPOSE AND PROFILE :

To develop, implement, maintain, and manage an effective and efficient Supply Chain Management (SCM) system and procurement function in line with applicable legislation, regulations, and approved policies, ensuring fair, transparent, competitive, cost-effective, and equitable procurement and provisioning processes.

RESPONSIBILITIES :

  1. Ensure all SCM procurement is compliant with applicable legislation and within approved budgets.
  2. Develop and maintain SCM systems, including the SCM Quality Management System, covering the full acquisition process.
  3. Contribute to the planning and compilation of the SCM annual budget aligned with the financial scorecard and support its implementation.
  4. Monitor and manage the SCM business units' budgets, reporting variances monthly.
  5. Implement financial controls to manage budgets effectively.
  6. Use market research and past performance assessments in provider appointments.
  7. Report cost improvements and shortfalls to the CFO.
  8. Develop and maintain a transparent procurement and provisioning system for all acquisitions.
  9. Advise CETA on SCM matters and legislative updates.
  10. Negotiate terms with potential awardees.
  11. Oversee quotations, specifications, evaluation, adjudication, and compliance processes.
  12. Ensure procurement decisions align with the approved SCM strategy, including BBBEE, youth, rural entities, SMMEs, etc.
  13. Assess SCM risks and internal control effectiveness, reporting to the CFO.
  14. Advise stakeholders on procurement requests.
  15. Execute procurement requisitions within five days of submission.
  16. Ensure goods are durable, inspected, and meet specifications.
  17. Evaluate quotes through a proper process involving delegated SCM and end-user officials.
  18. Advise units on their needs and mitigate operational SCM risks.
  19. Ensure specifications are properly prepared and procurement aligns with SCM strategy.
  20. Perform other duties as assigned.
  21. Ensure compliance reporting to National Treasury and other bodies.
  22. Continuously improve SCM strategies, policies, and procedures in line with legislation.
  23. Conduct ongoing risk assessments and maintain risk registers.
  24. Adhere to core procurement principles: value for money, ethics, transparency, open competition, and equity.
  25. Prepare and submit regular reports to CEO, CFO, and EXCO.
  26. Monitor legislative changes and implement operational controls accordingly.
  27. Support internal and external audits, maintaining documentation and addressing queries.
  28. Assess supplier performance regularly.
  29. Comply with POPI in SCM dealings.
  30. Manage contract variations and ensure end-user awareness of expiring contracts.
  31. Review and update policies and procedures.
  32. Maintain accurate procurement records for statutory reporting.
  33. Engage with internal stakeholders to align procurement with strategic goals.
  34. Build relationships and represent CETA in committees and forums.
  35. Respond to stakeholder inquiries promptly.
  36. Conduct 360-degree performance reviews of SCM activities.
  37. Ensure timely preparation of procurement data for reports and submissions.
  38. Ensure procurement is based on needs analysis and sufficient budget, with approved plans.
  39. Lead and develop the SCM team, providing coaching and performance feedback.
  40. Support organizational goals, including talent development and financial sustainability.
  41. REQUIREMENTS :

    Skills, Experience, and Competencies :

  • Matric / Grade 12 certificate.
  • Degree in Supply Chain Management, Logistics, Finance, or Public Administration at NQF level 7.
  • Postgraduate qualification in SCM Procurement or Logistics at NQF 8 is advantageous.
  • Valid driver’s license.
  • Membership with a recognized SCM professional body.

Other Requirements :

  • 5-8 years operational SCM experience.
  • 3 years in a SETA procurement environment is advantageous.
  • 3-4 years management experience.
  • Knowledge of public sector supply chain legislation (PFMA, Treasury Regulations, etc.).
  • Experience with market research, BID evaluation, and adjudication processes.
  • Strong report writing skills.

REMUNERATION AND BENEFITS :

Fixed-term contract for a minimum of 6 months, subject to performance.
